PURPOSE OF MEASURE: The purpose of the measure is to create a legal framework for 
transportation improvement districts. These districts consist of one to three counties and exist to 
construct, maintain, and improve certain transportation-related projects. 
 
 
 
FISCAL EXPLANATION : The measure is permissive and does not require the formation of 
any transportation improvement districts. The measure also permits the Transportation Cabinet to 
take part in certain demonstration projects but does not require their participation. As such, there 
is no fiscal impact to the state.
