PURPOSE OF MEASURE: HB 375 creates a school fiscal impact statement for any bill or 
resolution that is determined to incur a cost to common schools or any services they provide, 
establishes timeframes and requirements for response, stipulates responsibilities for amendments, 
and places the process, as well as the creation of the policies and procedures, under the Director 
of the Legislative Research Commission (LRC) beginning on January 1, 2024.   
 
FISCAL EXPLANATION : HB 375 will minimally increase expenditures for the LRC 
beginning in the 2024 Regular Session of the General Assembly. The language of HB 375 
mirrors existing statute in regards to fiscal impact statements and is anticipated to follow the 
same procedure as what is currently utilized for the creation of local mandates.    
 
The creation of a new school fiscal impact statement will require LRC to hire one additional 
session staff position. The current average cost for a session only Legislative Committee Analyst 
position is $37,000.
