UNOFFICIAL COPY 22 RS SCR 142/GA Page 1 of 3 SCR014210.100 - 1572 - XXXX GA A CONCURRENT RESOLUTION establishing the Early Childhood Education 1 Task Force. 2 WHEREAS, high-quality early childhood education is something that all parents in 3 the Commonwealth desire for their children; and 4 WHEREAS, caring for and creating educational opportunities for young children is 5 critical in order for them to get the best start in life; and 6 WHEREAS, the Covid-19 pandemic demonstrated how having adequate child care 7 is crucial to the successful operation of Kentucky's economy; and 8 WHEREAS, the current model of early childhood education in Kentucky does not 9 successfully meet the needs of families; and 10 WHEREAS, many regions in the Commonwealth are child care deserts. A child 11 care desert is an area where for every one available child care slot there are more than 12 three children waiting for that one slot; and 13 WHEREAS, a more sustainable model for early childhood education needs to be 14 created in order for Kentucky children to be ready to lead the Commonwealth into the 15 next generation; 16 NOW, THEREFORE, 17 Be it resolved by the Senate of the General Assembly of the Commonwealth of 18 Kentucky, the House of Representatives concurring therein: 19 Section 1. The Legislative Research Commission shall establish the Early 20 Childhood Education Task Force to conduct a comprehensive review of the early 21 childhood caregiving and educational structures and operations in the Commonwealth. 22 Section 2. The Early Childhood Education Task Force shall study all aspects of 23 early childhood caregiving and educational structures and operations, including but not 24 limited to finances, licensure and certifications, workforce, state and federal laws and 25 regulations, capacity, quality, community education and economic factors, and parent 26 satisfaction. The Early Childhood Education Task Force shall be composed of the 2 following members, with final membership of the task force being subject to the 3 consideration and approval of the Legislative Research Commission: 4 (1) Two members of the Senate appointed by the President of the Senate, one of 5 whom shall be designated by the President of the Senate as a co-chair of the task force; 6 (2) One member of the Senate appointed by the Minority Floor Leader of the 7 Senate; 8 (3) Two members of the House of Representatives appointed by the Speaker of 9 the House of Representatives, one of whom shall be designated by the Speaker of the 10 House of Representatives as co-chair of the task force; 11 (4) One member of the House of Representatives appointed by the Minority Floor 12 Leader of the House of Representatives; 13 (5) The director of the Division of Child Care, Department for Community Based 14 Services, Cabinet for Health and Family Services, or designee; 15 (6) The president of the Prichard Committee, or designee; 16 (7) The executive director of the Child Care Council of Kentucky, or designee; 17 (8) The executive director of the Kentucky Youth Advocates, or designee; 18 (9) The president of the Kentucky Chamber of Commerce, or designee; 19 (10) The executive director of the Kentucky Governor's Office of Early Childhood, 20 or designee; 21 (11) Five members, representing each of the five Kentucky early childhood 22 regional training centers in the state, who each operate a Kentucky licensed child-caring 23 facility, appointed by the Legislative Research Commission from lists of two names each 24 provided by the five executive directors of the Kentucky early childhood regional training 25 centers; and 26 (12) One member who operates a Kentucky certified family child-care home, 27 UNOFFICIAL COPY 22 RS SCR 142/GA Page 3 of 3 SCR014210.100 - 1572 - XXXX GA appointed by the Legislative Research Commission from a list of two names provided by 1 the Family Child Care Network of Kentucky. 2 Section 4. The Early Childhood Education Task Force shall meet monthly 3 during the 2022 interim of the General Assembly and shall submit findings and 4 recommendations to the Legislative Research Commission for referral to the appropriate 5 committee or committees by December 1, 2022. 6 Section 5. Provisions of this Resolution to the contrary notwithstanding, the 7 Legislative Research Commission shall have the authority to alternatively assign the 8 issues identified herein to an interim joint committee or subcommittee thereof, and to 9 designate a study completion date. 10
