UNOFFICIAL COPY 22 RS BR 1633 Page 1 of 2 XXXX Jacketed A RESOLUTION adjourning the Senate in honor and loving memory of William 1 "Billy" Dennis Whitlock. 2 WHEREAS, Billy Whitlock was a native son of the Commonwealth, born on 3 August 29, 1934, to Willie and Estella Carter Whitlock. He was co-captain of his high 4 school football team at Central High School. Upon graduation in 1954, Billy Whitlock 5 attended Kentucky State University for a year prior to enlisting in the United States Air 6 Force; and 7 WHEREAS, as a member of the United States Air Force, Billy Whitlock was 8 trained as a professional airplane mechanic. During his service, he lived and traveled 9 across the United States and Japan. After serving our country for 20 years, Billy Whitlock 10 retired as Master Sergeant, Aircraft Pneudraulic Repair Technician; and 11 WHEREAS, upon returning to his hometown of Louisville, Kentucky, Billy 12 Whitlock transitioned from working with aircraft to the automobile industry, working as a 13 car salesman for Bob Smith Chevrolet and a supervisor at B.F. Goodrich Tire Company. 14 Public service was never too far from Billy Whitlock's heart and he worked at the Naval 15 Ordnance Station, which he retired from to have a combined 25 years of faithful service 16 to the United States government; and 17 WHEREAS, upon full retirement, Billy Whitlock and the love of his life, Carolyn, 18 were able to travel to over 20 states and cruise to the Bahamas; and 19 WHEREAS, in 2008, Billy Whitlock was one of the founding trustees of the Spirit 20 Filled New Life Church Ministries. In 2013, he became an ordained Deacon under the 21 leadership of founding pastor Bishop Dr. Steven M. Kelsey, Billy Whitlock's faithful son-22 in-law. Billy Whitlock devotedly served in the ministry until the health of his wife began 23 to fail, but continued supporting the ministry financially; and 24 WHEREAS, Billy Whitlock was considered a "Jack of all trades," and would tinker 25 on anything broken and collect "junk" to accumulate, along with his other habits of 26 working on cars, listening to jazz music, reading his Bible and the newspaper, or 27 UNOFFICIAL COPY 22 RS BR 1633 Page 2 of 2 XXXX Jacketed watching the Stock Market channel or horse racing. Doing all of this, Billy Whitlock 1 never met a stranger and was always there for his beloved family; and 2 WHEREAS, Billy Whitlock was a good man, admired by many, and respected by 3 family and friends. He will be deeply missed by all who knew him, but his legacy will 4 continue to shine through their memories; and 5 WHEREAS, Billy Whitlock passed away on January 23, 2022, and is preceded in 6 death by his parents, Willie and Estella Whitlock; his cherished wife of 65 years, Carolyn 7 Whitlock; his eldest son, Richard Whitlock, Sr.; and siblings Rudolph Whitlock, Donnie 8 Whitlock, Norma Jean White, and Beatrice Steen. He leaves behind to treasure his 9 memory and honor his legacy his children, Diane (Steven) Kelsey and Carl Whitlock; 10 grandchildren, April Fleming McKinnie, Rico White, Richard Whitlock, Jr., Amaris 11 Kelsey, Josiah Kelsey, and Whitney Kelsey; great-grandchildren, Jaimee, Jalynn, Devon, 12 Rico Jr., Messiah, Tel'Nesha, and Jurnee; siblings, Frank (Sylvia) Whitlock, James 13 Whitlock, and Eva Moss; and heartfelt loved ones (Aldean) Renisha "Patsy," Al'Lisha, 14 and Nelson, as well as a host of nieces, nephews, cousins, and friends; 15 NOW, THEREFORE, 16 Be it resolved by the Senate of the General Assembly of the Commonwealth of 17 Kentucky: 18 Section 1. The members of the Senate, both individually and collectively, 19 hereby express their most profound sympathy upon the passing of William "Billy" Dennis 20 Whitlock, and extend heartfelt condolences to his family in this time of loss. 21 Section 2. When the Senate adjourns this day, it does so in honor and loving 22 memory of William "Billy" Dennis Whitlock. 23 Section 3. The Clerk of the Senate is directed to transmit a copy of this 24 Resolution to Senator Morgan McGarvey for delivery to the family. 25
