AN ACT relating to the Commonwealth Education Continuum. 1 
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2 
SECTION 1.   A NEW SECTION OF KRS CHAPTER 164 IS CREATED TO 3 
READ AS FOLLOWS: 4 
(1) The Commonwealth Education Continuum is hereby created to encourage and 5 
support collaboration, information sharing, and a shared vision for increasing 6 
educational opportunity and achievement at all levels of Kentucky's education 7 
system, prekindergarten through postsecondary education, to increase students' 8 
access to degrees and credentials that lead to sustainable, competitive-wage 9 
careers. 10 
(2) The continuum shall serve as a statewide coordinating body to study and make 11 
recommendations concerning education at all levels to avoid fragmentation of 12 
policies, promote improved teaching, and ensure a more integrated, seamless 13 
education system that enables children to enter school ready to learn, receive 14 
challenging instruction throughout their school careers, graduate from high 15 
school ready for college or work, and continue their education in a way that 16 
makes them productive and successful citizens. 17 
(3) The continuum shall consist of twenty-nine (29) members. The continuum shall 18 
be composed of the following members: 19 
(a) The president or designee of the Council on Postsecondary Education, who 20 
shall be co-chair; 21 
(b) The commissioner or designee of the Department of Education, who shall 22 
be co-chair; 23 
(c) The secretary or designee of the Education and Labor Cabinet, who shall be 24 
co-chair; 25 
(d) The President of the Senate or designee; 26

(f) The president or designee of the Association of Independent Kentucky 1 
Colleges and Universities; 2 
(g) The executive director or designee of the Kentucky Higher Education 3 
Assistance Authority; 4 
(h) The executive director or designee of the Governor's Office of Early 5 
Childhood; 6 
(i) The president or designee of the Kentucky Chamber of Commerce; 7 
(j) The executive director or designee of Kentucky Skills U; 8 
(k) The associate commissioner or designee of the Department of Education 9 
Office of Career and Technical Education; 10 
(l) The president or designee of the Kentucky Community and Technical 11 
College System; 12 
(m) The executive director or designee of the Kentucky Center for Statistics; 13 
(n) The executive director or designee of the Kentucky Commission on Military 14 
Affairs; 15 
(o) The associate commissioner or designee of the Department of Education 16 
Office of Educator Licensure and Effectiveness; 17 
(p) A representative of public four (4) year institutions of higher education who 18 
shall be appointed by the Advisory Conference of Presidents established in 19 
KRS 164.021; 20 
(q) A representative of the Council on Postsecondary Education which shall be 21 
appointed by the council chair; 22 
(r) A representative who shall be appointed by the Governor from one (1) list of 23 
three (3) names submitted by the Board of Student Body Presidents 24 
established in KRS 164.0211 representing enrolled postsecondary students; 25 
(s) A representative of the Kentucky Board of Education who shall be 26

(t) A representative who shall be appointed by the Governor from one (1) list of 1 
three (3) names submitted by the Kentucky School Counselor Association; 2 
(u) A representative of kindergarten through twelfth grade students who shall 3 
be appointed by the Governor from one (1) list of three (3) names submitted 4 
by the Commissioner's Student Advisory Council; 5 
(v) A representative of the Kentucky Workforce Innovation Board who shall be 6 
appointed by the board chair; 7 
(w) A representative of kindergarten through twelfth grade parents who shall be 8 
appointed by the Governor from one (1) list of three (3) names submitted by 9 
the Kentucky Parent Teacher Association; 10 
(x) A representative who shall be appointed by the Governor from one (1) list of 11 
three (3) names submitted by the Kentucky School Boards Association; 12 
(y) A representative who shall be appointed by the Governor from one (1) list of 13 
three (3) names submitted by the Kentucky Association of School 14 
Administrators; 15 
(z) A representative who shall be appointed by the Governor from one (1) list of 16 
three (3) names submitted by the Kentucky Association of School 17 
Superintendents; 18 
(aa) A representative of educator preparation programs who shall be appointed 19 
by the Governor from one (1) list of three (3) names submitted by the 20 
Kentucky Association of Colleges for Teacher Education; 21 
(ab) A representative of kindergarten through twelfth grade teachers who shall 22 
be appointed by the Governor from one (1) list of three (3) names submitted 23 
by the Kentucky Education Association; and 24 
(ac) A representative of public four (4) year institutions of higher education 25 
advisors who shall be appointed by the Advisory Conference of Presidents 26

(4) A majority of the full membership shall constitute a quorum. 1 
(5) Each member of the continuum, other than members who serve by virtue of their 2 
positions, shall serve for a term of three (3) years or until a successor is appointed 3 
and qualified, except for the initial appointments which shall be: 4 
(a) For a term of one (1) year for members appointed under subsection (3)(p) to 5 
(s) of this section; 6 
(b) For a term of two (2) years for members appointed under subsection (3)(t) 7 
to (x) of this section; and 8 
(c) For a term of three (3) years for members appointed under subsection (3)(y) 9 
to (ac) of this section. 10 
(6) If a vacancy occurs within the continuum during its duration, the vacancy shall 11 
be filled for the remainder of the term in the same manner as described in 12 
subsection (3) of this section. 13 
(7) The continuum shall be attached to the Council on Postsecondary Education for 14 
administrative purposes. With advice from the continuum co-chairs, the president 15 
of the council may contract with state or national education professionals to 16 
provide support to the continuum. The council shall provide office space and 17 
other resources necessary to support the staff and work of the continuum. 18 
(8) The continuum, under the leadership of the co-chairs, may organize itself into 19 
appropriate workgroups or subcommittees to accomplish its purpose and may 20 
include but is not limited to topics that focus on: 21 
(a) Evidence-based instruction of foundational skills in mathematics, reading, 22 
and writing; 23 
(b) Academic readiness and assessments; 24 
(c) Career advising, education, exploration, and experience; 25 
(d) Early postsecondary opportunities; and 26 
(e) Teacher workforce recruitment and retention. 27  UNOFFICIAL COPY  	23 RS BR 466

(9) Members of the continuum shall serve without compensation but, contingent 1 
upon funding, shall be reimbursed for necessary travel and expenses while 2 
attending meetings at the same per diem rate promulgated in administrative 3 
regulation for state employees under the provisions of KRS Chapter 45. 4 
(10) The continuum shall submit to the Interim Joint Committee on Education: 5 
(a) Legislative and budgetary recommendations no later than October 30 of 6 
each year; and 7 
(b) An annual report no later than June 1 of each year. 8 
(11) The continuum shall have ongoing responsibility for providing advice and 9 
guidance to policymakers in the development of statewide policies and in the 10 
identification and allocation of resources to improve statewide education 11 
outcomes. 12
