AN ACT relating to a foster care student toolkit. 1 
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2 
SECTION 1.   A NEW SECTION OF KRS CHAPTER 158 IS CREATED TO 3 
READ AS FOLLOWS: 4 
(1) For purposes of this section, "foster care liaison" means the person designated 5 
by a local school district to serve as the district's point of contact to collaborate 6 
with the local child welfare agency regarding foster children. 7 
(2) By January 1, 2024, the Kentucky Department of Education shall make available 8 
a foster care student toolkit that includes information, resources, and tools to 9 
assist school personnel with recognizing and meeting the unique educational 10 
needs of foster children in furtherance of the educational rights enumerated in 11 
KRS 620.363. The department shall collaborate with the Cabinet for Health and 12 
Family Services to develop the toolkit. 13 
(3) The foster care student toolkit shall include but not be limited to best practices 14 
and guidance on: 15 
(a) Complexities and challenges that impact foster care students; 16 
(b) Educational barriers such as traumatization, high mobility, and 17 
undiagnosed behavioral and health conditions; 18 
(c) Supportive classroom practices; 19 
(d) Trauma-informed practices; and 20 
(e) Discipline and special considerations. 21 
(4) At least once per school year, each school district's foster care liaison shall 22 
provide information to the district's teachers, counselors, and administrators 23 
about the availability of the foster care student toolkit and encourage its 24 
utilization to positively impact the educational experience of foster care students. 25
