AN ACT relating to geoengineering. 1
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2
ď˘SECTION 1. A NEW SECTION OF SUBCHAPTER 1 OF KRS CHAPTER 3
224 IS CREATED TO READ AS FOLLOWS: 4
(1) As used in this section: 5
(a) "Solar geoengineering" means any attempt to reflect sunlight into space or 6
increase the amount of solar radiation that escapes into space with the goal 7
of reducing global temperatures, including but not limited to: 8
1. Cirrus cloud thinning, whereby substances are sprayed in high-9
altitude cirrus clouds to thin them so that more heat can escape into 10
space; 11
2. Cloud brightening to increase the whiteness of clouds so that they 12
reflect more sunlight; 13
3. Stratospheric aerosol injection of sulfur compounds or other particles 14
into the stratosphere to reflect incoming sunlight; and 15
4. Surface albedo modification to change the surface of the land to 16
reflect more sunlight into space; and 17
(b) "Weather modification" means any attempt to deliberately manipulate 18
natural processes that give rise to the weather or weather patterns with the 19
goal of impacting the climate. 20
(2) No agency or instrumentality of state or local government, or any employee or 21
official thereof, shall engage in or approve of any form of solar geoengineering 22
or weather modification in the Commonwealth. 23
