AN ACT relating to the right to refuse medical treatment. 1 
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2 
SECTION 1.   A NEW SECTION OF KRS CHAPTER 311 IS CREATED TO 3 
READ AS FOLLOWS: 4 
(1) The General Assembly recognizes that: 5 
(a) Citizens of the Commonwealth are guaranteed autonomy over their own 6 
bodies and medical choices, and they possess the right to receive or not to 7 
receive medications or treatment; and 8 
(b) The right to refuse any medical procedure, treatment, injection, vaccine, 9 
prophylactic, pharmaceutical, or medical device is the inherent and absolute 10 
right of all competent adults to direct their own healthcare decisions. 11 
(2) Nothing in the Kentucky Revised Statutes or administrative regulations 12 
promulgated thereunder shall be construed to require, mandate, or coerce any 13 
competent adult to receive or use a medical procedure, treatment, injection, 14 
vaccine, prophylactic, pharmaceutical, or medical device. 15 
(3) No person, employer, entity, or health care provider shall require, mandate, or 16 
coerce a competent adult to receive or use a medical procedure, treatment, 17 
injection, vaccine, prophylactic, pharmaceutical, or medical device. 18
