AN ACT relating to fiscal matters providing funding for education initiatives, 1 
making an appropriation therefor, and declaring an emergency. 2 
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 3 
Section 1.   There is hereby appropriated General Fund moneys in the amount of 4 
$44,406,200 in fiscal year 2022-2023 and $266,437,300 in fiscal year 2023-2024 to the 5 
SEEK budget unit within the Department of Education for a salary supplement for all 6 
full-time school district employees. All certified and classified employees employed by a 7 
public school district or a model and practice school established under KRS 164.380 shall 8 
receive a five percent annual salary supplement on May 1, 2023. 9 
An eligible certified or classified employee employed by a public school district or 10 
a model and practice school established under KRS 164.380 shall receive the value of the 11 
fiscal year 2022-2023 salary supplement of five percent so long as the employee remains 12 
eligible. "Eligible certified and classified employee" means a full-time employee of a 13 
public school district or a model and practice school established under KRS 164.380 on 14 
or before May 1, 2023, for the 2022-2023 school year. Eligibility shall continue so long 15 
as the employee remains an employee of a public school district or a model and practice 16 
school established under KRS 164.380. The salary supplement shall be added to the 17 
eligible certified employee’s base salary on the local board’s single salary schedule and 18 
shall be considered in the calculation for contributions to the Kentucky Teachers’ 19 
Retirement System. The salary supplement shall be added to the eligible classified 20 
employee’s base pay and shall be considered in the calculation for contributions to the 21 
County Employees’ Retirement System. A local board of education shall request 22 
reimbursement from the Department of Education for these purposes from funds 23 
appropriated for this purpose. The Department of Education shall develop policies for the 24 
distribution of the reimbursements and to track the eligible certified employees and 25 
reimbursement requests from public school districts or a model and practice school 26

Section 2.   There is hereby appropriated General Fund moneys in the amount of 1 
$172,000,000 in fiscal year 2023-2024 to the Learning and Results Services budget unit 2 
within the Department of Education to provide for universal preschool for all four-year-3 
olds. 4 
Section 3.   There is hereby appropriated General Fund moneys in the amount of 5 
$11,927,700 in fiscal year 2023-2024 to the Learning and Results Services budget unit 6 
within the Department of Education to provide funding for professional development. 7 
Section 4.   There is hereby appropriated General Fund moneys in the amount of 8 
$11,000,000 in fiscal year 2023-2024 to the Learning and Results Services budget unit 9 
within the Department of Education for textbooks and instructional resources. 10 
Section 5.   There is hereby appropriated General Fund moneys in the amount of 11 
$6,215,000 in fiscal year 2023-2024 to the Learning and Results Services budget unit 12 
within the Department of Education to address social emotional learning and mental 13 
health for students and school staff. 14 
Section 6. There is hereby appropriated Restricted Funds from the KEES 15 
Program Reserve Account’s excess lottery receipts in the amount of $26,334,800 in fiscal 16 
year 2023-2024 to the Kentucky Higher Education Assistance Authority to provide a 17 
student loan forgiveness program for teachers certified by the Kentucky Education 18 
Professional Standards Board and employed by Kentucky public schools. The Kentucky 19 
Higher Education Assistance Authority, in conjunction with the Kentucky Department of 20 
Education, shall establish the terms and conditions for the program. Notwithstanding 21 
KRS 45.229, these funds shall not lapse and shall carry forward. 22 
Section 7. Whereas funding for education initiatives is imperative for the 23 
betterment of the Commonwealth, an emergency is declared to exist, and this Act takes 24 
effect upon its passage and approval by the Governor or upon its otherwise becoming a 25 
law. 26
