UNOFFICIAL COPY 23 RS BR 1348 Page 1 of 2 XXXX 2/17/2023 2:17 PM Jacketed A CONCURRENT RESOLUTION urging the United States Department of 1 Education to amend the federal accountability requirements. 2 WHEREAS, the high-stakes nature of state assessments has shifted the focus in 3 classrooms across the Commonwealth from standards-based instruction towards test-4 based instruction, thus diluting student learning; and 5 WHEREAS, all Kentucky students deserve equitable opportunity and access to the 6 rich learning environments where value is assigned to learning that cannot be quantified 7 in a standardized test and that is not currently reflected in the state accountability system; 8 and 9 WHEREAS, the Every Student Succeeds Act of 2015, Pub. L. No. 114-95, affords 10 states the flexibility to implement innovative approaches to student assessment and 11 school accountability; and 12 WHEREAS, it is necessary and proper that Kentucky exercise this flexibility to 13 create a state school accountability system that drives meaningful instruction, values 14 student performance beyond standardized testing, and incentivizes rich and diverse 15 learning opportunities; and 16 WHEREAS, the boundaries on the accountability flexibility promised by the Every 17 Student Succeeds Act of 2015 are narrowly defined by the United States Department of 18 Education to the detriment of the Commonwealth and its students; 19 NOW, THEREFORE, 20 Be it resolved by the House of Representatives of the General Assembly of the 21 Commonwealth of Kentucky, the Senate concurring therein: 22 Section 1. The Kentucky General Assembly urges the United States Department 23 of Education to amend the federal accountability requirements to truly afford states the 24 flexibility to implement innovative approaches to student assessment and school 25 accountability promised by the Every Student Succeeds Act of 2015. 26 Section 2.
