A JOINT RESOLUTION directing the Transportation Cabinet to designate the Tim 1 
Barker Memorial Highway in Johnson County. 2 
WHEREAS, Timothy Grey Barker was born November 3, 1949 in Van Lear, 3 
Kentucky, and traversed these earthly bounds on August 11, 2020; and 4 
WHEREAS, Tim Barker, like many youngsters in the area during that time, spent 5 
his childhood shuttling between Taylor, Michigan, and Van Lear; and 6 
WHEREAS, Tim Barker graduated from John F. Kennedy High School in 7 
Michigan, but soon returned to his roots in Van Lear and never left again; and 8 
WHEREAS, Tim Barker spent 20 years working for CSX Railroad, which was a 9 
job that he loved, enjoyed, and took great pride in, one that created numerous lasting 10 
friendships that lasted up until the time of his death; and 11 
WHEREAS, Tim Barker was injured on the job in 1989 and took medical 12 
disability; however, that setback did not deter him from doing what he loved, which was 13 
helping others; and 14 
WHEREAS, in the early 1990s, Tim Barker was instrumental in incorporating the 15 
City of Van Lear, working tirelessly going door to door asking people to sign the petition 16 
and talking with them about the benefits of having their own city government; and 17 
WHEREAS, after its incorporation, Tim Barker served the city of Van Lear as road 18 
foreman, City Commissioner, and Mayor Pro Tem, advocating on the city's behalf with 19 
the League of Cities, as well as state and federal officials, to secure grants and 20 
appropriations to help develop the fledgling city; and 21 
WHEREAS, after his time with city government, Tim Barker donated his time to 22 
the Van Lear Historical Society, remodeling areas of the Society's building and serving 23 
on its Board of Directors; and  24 
WHEREAS, Tim Barker was a generous man with a sweet, soft heart and a kind 25 
soul who did what he could to help individuals in the community, even if it was 26

alone; and  1 
WHEREAS, Tim Barker was longtime active member of the Van Lear Freewill 2 
Baptist Church; and  3 
WHEREAS, Tim Barker loved his family deeply, particularly his brother, Jimmy 4 
Lee, with whom he had a special bond; and  5 
WHEREAS, it is fitting and proper that Tim Barker, a man who spent most of his 6 
life trying to improve Van Lear for its citizens, receive tangible public recognition; 7 
NOW, THEREFORE, 8 
Be it resolved by the General Assembly of the Commonwealth of Kentucky: 9 
Section 1.   The Transportation Cabinet shall designate Kentucky Route 1107 in 10 
Johnson County, from the intersection with Kentucky Route 321, to the intersection with 11 
Kentucky Route 302, as the "Tim Barker Memorial Highway" and shall, within 30 days 12 
of the effective date of this Resolution, erect appropriate signs denoting this designation. 13
