A RESOLUTION proclaiming February 8, 2023, as "Family Resource and Youth 1
Services Center Day." 2
WHEREAS, the mission of local school-based Family Resource and Youth 3
Services Centers is to remove nonacademic barriers to learning as a means to enhance 4
student academic success; and 5
WHEREAS, each Family Resource and Youth Services Center offers a unique 6
blend of programs and services that are determined based upon the needs of the people 7
being served, available resources, location, and other local characteristics; and 8
WHEREAS, Family Resource and Youth Services Centers have established a 9
record of success based upon improved student performance in classwork, homework, 10
and peer relations as reported by teachers; and 11
WHEREAS, parents report they experience greater satisfaction and involvement 12
with local schools as a result of assistance through their local Family Resource and Youth 13
Services Centers; and 14
WHEREAS, the mission of Family Resource and Youth Services Centers as 15
described by the Division of Family Resource and Youth Services Centers in the Cabinet 16
for Health and Family Services is to enhance students' ability to succeed in school by 17
developing and sustaining partnerships that promote early learning and successful 18
transition to school; academic achievement and well-being; and graduation and transition 19
to adult life; and 20
WHEREAS, state-mandated core components for Family Resource and Youth 21
Services Centers include child care; families in training programs that include home 22
visits, meetings, and monitoring of child development; family literacy services; referrals 23
to health and social services; career exploration; part-time job development programs for 24
high school students; substance abuse education and counseling; and family crisis and 25
mental health counseling; 26

Be it resolved by the House of Representatives of the General Assembly of the 1
Commonwealth of Kentucky: 2
ď˘Section 1. The House of Representatives of the Commonwealth of Kentucky 3
does hereby proclaim February 8, 2023, as "Family Resource and Youth Services Center 4
Day" to promote increased awareness of the work of local school-based Family Resource 5
and Youth Services Centers in Kentucky. 6
