UNOFFICIAL COPY 23 RS BR 1112 Page 1 of 2 XXXX 2/16/2023 10:20 AM Jacketed A RESOLUTION recognizing the importance of Rapid DNA and the need to 1 further utilize it in Kentucky. 2 WHEREAS, Rapid DNA technology is advancing and becoming more efficient; 3 and 4 WHEREAS, Rapid DNA testing of inmates during the booking process can identify 5 arrestees wanted in connection with other crimes while still in police custody; and 6 WHEREAS, Rapid DNA can quickly identify repeat criminals and reduce the rate 7 of violent crimes; 8 NOW, THEREFORE, 9 Be it resolved by the House of Representatives of the General Assembly of the 10 Commonwealth of Kentucky: 11 Section 1. The members of the House of Representatives commit to 12 investigating the utilization of Rapid DNA in Kentucky to enhance public safety and will 13 further explore the following: 14 (1) The development and use of Rapid DNA at booking stations in the 15 identification of offenders covered under KRS Chapter 17; 16 (2) The review of current DNA database laws to identify gaps in implementation 17 and collection; 18 (3) The review of use of Rapid DNA for investigative lead testing in local 19 criminal investigations and potential impacts on backlog reduction existing at state and 20 local crime laboratories in the Commonwealth; 21 (4) The potential of Rapid DNA to provide quick identification of discovered 22 human remains and to provide answers during times of disaster response; and 23 (5) Opportunities to improve existing privacy assurances for forensic DNA testing, 24 or add new assurances, in order to maximize the potential for public safety improvements 25 while at the same time protecting personal privacy. 26 Section 2.
