UNOFFICIAL COPY 23 RS BR 1850 Page 1 of 2 XXXX 3/29/2023 11:30 AM Jacketed A RESOLUTION requesting the Transportation Cabinet to study the benefits of 1 increased use of recycled asphalt. 2 WHEREAS, the Commonwealth of Kentucky has over 27,000 miles of state-3 maintained highways; and 4 WHEREAS, revenues collected in the Road Fund have not been sufficient to keep 5 up with maintenance needs, particularly in the area of pavement rehabilitation; and 6 WHEREAS, increasing the use of recycled asphalt has the potential to stretch the 7 Road Fund budget to allow more miles of road to be paved, while yielding other benefits; 8 and 9 WHEREAS, recycled asphalt is environmentally friendly, because if asphalt is not 10 recycled, this non-decaying material ends up being disposed of in landfills; and 11 WHEREAS, recycled asphalt is less expensive than other paving choices, because 12 recycled asphalt does not require as much labor to make; and 13 WHEREAS, recycled asphalt is aesthetically pleasing, with many people 14 considering the look of recycled asphalt, which looks similar to a gravel surface, to be 15 more attractive than other pavement materials, such as concrete or new asphalt; and 16 WHEREAS, Kentucky’s use of reclaimed asphalt pavement ranks low in 17 comparison with neighboring states; and 18 WHEREAS, over the 2023 Interim of the General Assembly, the Interim Joint 19 Committee on Transportation will hear testimony on the benefits of reclaimed asphalt 20 pavement from the staff of the National Center for Asphalt Pavement and other experts in 21 the specification, testing, and use of this material; and 22 WHEREAS, it is important the Transportation Cabinet be an active participant in 23 those discussions; 24 NOW, THEREFORE, 25 Be it resolved by the House of Representatives of the General Assembly of the 26 Commonwealth of Kentucky: 27 UNOFFICIAL COPY 23 RS BR 1850 Page 2 of 2 XXXX 3/29/2023 11:30 AM Jacketed Section 1. The Transportation Cabinet is requested to: 1 (1) Study the benefits of increased use of recycled asphalt; 2 (2) Develop a plan to increase the use of reclaimed asphalt pavement on all future 3 road projects, where appropriate; and 4 (3) Appear before the Interim Joint Committee on Transportation during the 2023 5 Interim of the General Assembly to discuss the potential for the increased use of recycled 6 asphalt. 7 Section 2. The Clerk of the House of Representatives shall transmit to copy of 8 this Resolution to Secretary Jim Gray, Kentucky Transportation Cabinet, 200 Mero 9 Street, Frankfort, Kentucky 40622. 10
