KRS 161.102 is amended to read as follows: 3 (1) A one (1) year certificate for substitute teaching shall be issued by the Education 4 Professional Standards Board to any applicant who possesses fifteen (15) 5 semester hours of college credit in any subject area from a regionally or 6 nationally accredited postsecondary education institution. 7 (2) A three (3) year certificate for substitute teaching shall be issued by the 8 Education Professional Standards Board to any applicant who possesses a 9 bachelor's degree in any subject area from a regionally or nationally accredited 10 postsecondary education institution. 11 (3) A five (5) year certificate for substitute teaching shall be issued by the Education 12 Professional Standards Board to any applicant who: 13 (a) Holds a valid statement of eligibility for a Kentucky teaching certificate; or 14 (b) Previously held a Kentucky teaching certificate which required the 15 completion of a four (4) year teacher preparation program and a bachelor's 16 degree. 17 (4) The issuance of a substitute teaching certificate shall be subject to the provisions 18 of KRS 161.120(1). 19 (5) The one (1) year and three (3) year certificate for substitute teaching shall not be 20 valid for: 21 (a) Full-time employment with a school district as a substitute teacher; or 22 (b) The replacement of the teacher of record for more than twenty (20) 23 consecutive instructional days[Any applicant for emergency substitute 24 teaching who possesses a bachelor's degree in any subject area from a 25 regionally or nationally accredited institution of postsecondary education shall 26 be granted a certificate for substitute teaching from the Education Professional 27 UNOFFICIAL COPY 23 RS SB 138/GA Page 2 of 2 SB013810.100 - 1412 - XXXX 3/8/2023 4:15 PM GA Standards Board subject to the provisions of KRS 161.120(1). This certificate 1 shall enable the applicant to apply for substitute teaching in any subject area 2 for any grade level in any local school district]. 3
