AN ACT relating to state employees. 1
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2
ď˘SECTION 1. A NEW SECTION OF KRS CHAPTER 18A IS CREATED TO 3
READ AS FOLLOWS: 4
(1) The Personnel Cabinet shall study the enhanced opportunities of allowing state 5
employees to telework and to use alternative work schedules. The study shall 6
include the best practices and recommendations for the following: 7
(a) Standards and procedures for teleworking and use of alternative work 8
schedules; 9
(b) Categories of employees and positions that may be suitable for teleworking 10
or an alternative work schedule; 11
(c) Broad categories of positions that may be unsuitable for teleworking or an 12
alternative work schedule, and an explanation for the determination; 13
(d) Impacts of teleworking on the use of state information technology assets; 14
(e) Cost saving associated with teleworking and alternative work schedules; 15
and 16
(f) Assessment of teleworking on state agency recruitment, retention, 17
organizational performance, and continuity of operations. 18
(2) The cabinet shall submit an annual report on state government employee 19
teleworking and alternative work schedules to the Legislative Research 20
Commission no later than December 1 of each year. 21
