AN ACT relating to adult-size changing tables. 1 
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2 
SECTION 1. A NEW SECTION OF KRS 198B.010 TO 198B.290 IS 3 
CREATED TO READ AS FOLLOWS: 4 
(1) As used in this section, "public building, structure, or facility" means any of the 5 
following with the capacity to serve one thousand five hundred (1,500) or more 6 
people per day: 7 
(a) A building, structure, or facility owned by the Commonwealth; 8 
(b) A building, structure, or facility used for exhibition or entertainment, 9 
including but not limited to a movie theater, performance theater, concert 10 
hall, convention center, store that is larger than forty thousand (40,000) 11 
square feet, or shopping mall; 12 
(c) A building, structure, or facility used for public display or collection, 13 
including but not limited to a museum, library, or gallery; 14 
(d) A place of recreation, including but not limited to a park, zoo, or 15 
amusement park; or 16 
(e) Any of the following: 17 
1. An airport; 18 
2. A bus station; 19 
3. An interstate rest area; 20 
4. A place of education; 21 
5. A hospital; or 22 
6. A rehabilitation facility. 23 
(2) The department shall promulgate administrative regulations pursuant to KRS 24 
Chapter 13A to require: 25 
(a) A public building, structure, or facility constructed on or after January 1, 26

adjustable, adult-size changing table in a single occupancy restroom that is 1 
universal to gender and available to the public; and 2 
(b) The location of the restroom containing the adult-size changing table be 3 
conspicuously displayed at the entrance of the building, structure, or facility 4 
where it is located. If the building, structure, or facility has a central 5 
directory, the location shall be indicated in that directory. 6 
(3) The administrative regulations promulgated pursuant to subsection (2) of this 7 
section shall be incorporated into the Kentucky Building Code. 8 
Section 2.   This Act may be cited as Trayton's Bill. 9
