AN ACT relating to a pilot program for performance-based professional development. 
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 
Section 1.   KRS 156.560 is amended to read as follows: 
(1) (a) Beginning in the 2023-2024[2018-2019] school year, and continuing until the end of the 2025-
2026[2020-2021] school year, a school district may establish a pilot program for teachers to develop 
and implement a performance-based professional development project, which is designed to produce 
measurable outcomes of positive impact on student performance. 
(b) The pilot program shall require two (2) or more teachers to design an instructional practice or strategy 
project to address an identified school or district academic or nonacademic classroom problem. 
(c) Successful completion of a project under this section shall satisfy up to three (3) days of the 
requirement to complete four (4) days of professional development under KRS 158.070(3)(a). 
(d) A local board of education may award a teacher a stipend for successful completion of a project. 
(2) The local board of education shall determine the parameters for the performance-based professional 
development pilot program, including but not limited to: 
(a) A project application process; 
(b) Review and approval of project proposals; 
(c) Submission of completed project analysis and results; 
(d) Evaluation of completed projects; 
(e) The awarding of professional development credit, including the amount of the credit and when it will be 
credited; and 
(f) The awarding of a stipend, if applicable. 
(3) (a) The Kentucky Department of Education shall study the completed pilot projects for their impact on 
schools and districts to determine the attributes of quality performance-based professional development 
and the best practices for measuring its effectiveness.  
(b) By August 1, 2027[2022], the department shall report its findings and any recommendations for 
revising professional development policy to the Interim Joint Committee on Education.
