A JOINT RESOLUTION directing the Kentucky State Police to institute a pilot 1 
program of remote testing for instruction permits in counties that do not have a regional 2 
driver licensing office. 3 
WHEREAS, 2020 Ky. Acts ch. 51, sec. 18, required that after June 30, 2022, 4 
operator's licenses would no longer be issued at circuit clerk offices and instead be issued 5 
through driver licensing regional offices operated by the Transportation Cabinet; and 6 
WHEREAS, in response to this change in issuance procedures, the Kentucky State 7 
Police, which administers operator's license testing under KRS 186.480, moved its 8 
instruction permit and road skills testing operations to a regional model as well; and 9 
WHEREAS, concerns have been raised by parents who live in counties which do 10 
not have a driver licensing regional office that much school and work time is missed 11 
traveling to the limited testing sites; and 12 
WHEREAS, 2020 Ky. Acts ch. 51 also mandated an expansion of online and 13 
remote renewal options, as well as "Popup" licensing centers, a traveling service that 14 
brings all the services offered in driver licensing regional offices to counties that do not 15 
have a regional office; and 16 
WHEREAS, in the spirit of the enabling act, the Kentucky State Police should 17 
endeavor to explore options for remote testing, especially for instruction permits; 18 
NOW, THEREFORE, 19 
Be it resolved by the General Assembly of the Commonwealth of Kentucky: 20 
Section 1.   The Kentucky State Police shall establish a pilot project to provide 21 
written instruction permit testing at regular intervals in counties that do not have a 22 
permanent Transportation Cabinet regional driver licensing office. 23 
Section 2.   At the minimum, in undertaking the pilot project identified in Section 24 
1 of this Resolution, the Kentucky State Police shall: 25 
(1) Coordinate with public libraries and high schools to use existing facilities to 26

(2) Explore technological innovations that allow for proctored testing through 1 
web-based applications; 2 
(3) Explore using library and school personnel to aid in the administration of 3 
testing where practical; 4 
(4) Schedule remote testing in counties that coincides with Transportation 5 
Cabinet "Popup" remote license issuance terminal visits to that county; and 6 
(5) Collect data on the number of testing appointments in each county, the 7 
number of applicants served, the number of unclaimed testing slots, and the number of 8 
no-shows. 9 
Section 3.   No later than November 30, 2024, the Kentucky State Police shall 10 
report on the results of the pilot program identified in Section 1 of this Resolution, as 11 
well as recommendations for elements of a permanent program, to the Interim Joint 12 
Committee on Transportation. 13 
Section 4.   The Clerk of the Senate shall transmit a copy of this Resolution to 14 
Colonel Phillip "PJ" Burnett, Jr., Commissioner, Kentucky State Police, 919 Versailles 15 
Road, Frankfort, Kentucky 40601. 16
