UNOFFICIAL COPY 23 RS BR 1694 Page 1 of 2 XXXX 2/20/2023 7:20 PM Jacketed A RESOLUTION honoring Mark and Tammy LaPalme for the dedicated service to 1 those suffering from the disease of addiction. 2 WHEREAS, Mark and Tammy LaPalme, led by their faith and calling to help those 3 in need, founded and continued to lead Isaiah House, a Christ-centered, nonprofit for 4 substance use disorder treatment for 23 years; and 5 WHEREAS, Mark and Tammy LaPalme have impacted tens of thousands of lives 6 by treating addiction and mental health, housing the homeless, and ministering to the 7 community; and 8 WHEREAS, Mark and Tammy LaPalme began to open their personal home in 9 Danville, Kentucky, to minister to the homeless in 1999; and 10 WHEREAS, Mark and Tammy LaPalme fou nded the first Isaiah House in 11 Hustonville, Kentucky, to provide housing and substance use disorder treatment in 2001; 12 and 13 WHEREAS, Mark and Tammy LaPalme expanded Isaiah House in Willisburg, 14 Kentucky, in a former school which was donated for the purpose of operating a men's 15 substance use disorder treatment facility in 2008; and 16 WHEREAS, Mark and Tammy LaPalme recognized the need for people recovering 17 from addiction to have jobs that allow for dignity, and started a first-of-its-kind second 18 chance employment program, Reliance Works, in 2011 that employed people in recovery 19 with careers in construction and property management and provided job skills training; 20 and 21 WHEREAS, Mark and Tammy have overseen the growth of the Isaiah House, 22 which now includes eight residential treatment centers with over 450 employees who 23 provide outpatient treatment, medication-assisted treatment, education, job skills training, 24 second-chance employment, harm reduction and prevention, and transitional living. 25 NOW, THEREFORE, 26 Be it resolved by the Senate of the General Assembly of the Commonwealth of 27 UNOFFICIAL COPY 23 RS BR 1694 Page 2 of 2 XXXX 2/20/2023 7:20 PM Jacketed Kentucky: 1 Section 1. The members of the Senate hereby honor Mark and Tammy LaPalme 2 for their 23 years of dedication to serving those suffering from the disease of addiction. 3 Section 2. When the Senate adjourns this day, it does so in honor of Mark and 4 Tammy LaPalme. 5 Section 3. The Clerk of the Senate is directed to transmit a copy of this 6 Resolution to Senator Amanda Mays Bledsoe for delivery. 7
