A RESOLUTION honoring Frank Smith, world champion archer. 1 
WHEREAS, Frank Smith, a native of Bardstown, has brought honor and 2 
recognition to the Commonwealth through his exploits as a champion archer; and 3 
WHEREAS, during the summer of his 6th grade year, Frank Smith attended the 4 
Kentucky Department of Fish and Wildlife Resources Conservation Camp, where, 5 
ironically, the archery patch was the only one for which he did not qualify; and 6 
WHEREAS, after graduating from Saint Joseph Prep in Bardstown and studying at 7 
the University of Kentucky and the University of Louisville, Frank Smith took a job with 8 
Kentucky state government; and 9 
WHEREAS, Frank Smith served as a member of the Kentucky House of 10 
Representatives from 1978 to 1984, representing Bullitt County as the member from the 11 
49th Legislative District; and 12 
WHEREAS, Frank Smith has become the most decorated archer the 13 
Commonwealth of Kentucky has ever produced, winning 44 championships and setting 14 
36 records across state, sectional, national and international competition from 1965 to 15 
2022; and 16 
WHEREAS, Frank Smith has amassed 17 Kentucky Archers Association  17 
Championships, 12 National Field Archery Association (NFAA) Southeast Sectional 18 
Championships, 12 NFAA National Championships, 2 International Field Archery 19 
Association (IFAA) North American Championships, and the 2016 IFAA World 20 
Championship, which was held in Wagga Wagga, Australia; and 21 
WHEREAS, at the 2016 World Championships, Frank Smith not only won the 22 
individual title, but also led the United States to the silver medal in the team competition; 23 
and 24 
WHEREAS, Frank Smith was named Kentucky Archer of the Year in 2017 by the 25 
Kentucky Archers Association, was inducted into the Kentucky Archers Association Hall 26 
of Fame in 2017 and the Saint Joseph Prep Hall of Fame in 2018, and was nominated for 27  UNOFFICIAL COPY  	23 RS BR 1468

induction in the Kentucky Sports Hall of Fame in 2022; and 1 
WHEREAS, Frank Smith was President of the Kentucky Archers Association in 2 
2014, named one of the "Five Outstanding Young Men in Kentucky" by the Kentucky 3 
Jaycees in 1979, served as Charter President of the Shepherdsville Jaycees in 1976, and 4 
served on the boards of the Bullitt County Red Cross and the Bullitt County Fair; and 5 
WHEREAS, perhaps the most important mark Frank Smith will leave on the sport 6 
of archery in Kentucky can be found in the more than 7,000 students at more than 450 7 
schools that are enrolled in archery programs; and 8 
WHEREAS, as a Level-3 certified archery instructor, Frank Smith's willingness to 9 
mentor all students of the sport, from school-age youngsters to senior citizens, as well as 10 
his personal story, should serve as an inspiration, not only to archery enthusiasts, but to 11 
all citizens of the Commonwealth; and 12 
WHEREAS, it is indeed fitting and proper that the contributions Frank Smith has 13 
made to the sport of archery in the Commonwealth and long record of public service 14 
reflected in his words, "Shoot straight, hit your mark, and be a champion in life," deserve 15 
public recognition; 16 
NOW, THEREFORE, 17 
Be it resolved by the Senate of the General Assembly of the Commonwealth of 18 
Kentucky: 19 
Section 1.   The members of the Senate join Senator Mike Nemes in recognizing 20 
the achievements of champion archer Frank Smith, heralding him for his tireless efforts 21 
to grow the sport of archery in the Commonwealth as well as his long records of public 22 
service, and wishing him good fortune in all future endeavors. 23 
Section 2.   The Clerk of the Senate shall transmit a copy of this Resolution to 24 
Senator Mike Nemes for presentation to Frank Smith. 25
