UNOFFICIAL COPY 23 RS BR 951 Page 1 of 2 XXXX 1/3/2023 12:03 PM Jacketed A RESOLUTION commemorating the career of Dr. Sheila Schuster. 1 WHEREAS, Dr. Shelia Schuster earned her doctorate in clinical psychology from 2 the University of Louisville in 1973, and where she later served as an Adjunct Professor 3 of Psychology; and 4 WHEREAS, Dr. Schuster spent 27 years in private practice, providing 5 psychological services to children and families while serving as a consultant to the 6 Louisville School for Autistic Children, the Louisville Deaf Oral School, the Louisville 7 Parent-Child Center, and Community Coordinated Child Care; and 8 WHEREAS, in 1982, Dr. Schuster helped establish and lead the Kentucky Mental 9 Health Coalition, which has given a voice to the most vulnerable Kentuckians and helped 10 the coalition's over 80 member organizations advocate for equity in mental health 11 treatment and recovery, ensuring no cry goes unheard; and 12 WHEREAS, Dr. Schuster was elected the first executive director of the Kentucky 13 Psychological Association, serving from 1989 to 2000, after which she became the 14 association's state and federal liaison, a post she holds today; and 15 WHEREAS, Dr. Schuster was appointed by Governor Paul Patton as the first 16 consumer representative of the Kentucky Department of Insurance's Health Insurance 17 Advisory Council and has completed two terms as the chair of the Foundation for a 18 Healthy Kentucky, having served on the foundation's board since its inception in 2001; 19 and 20 WHEREAS, Dr. Schuster is a member of the Kentucky Institute of Medicine's 21 inaugural class and is a graduate of Leadership Louisville; and 22 WHEREAS, Dr. Schuster led the Advocacy Action Network, an umbrella 23 organization which includes numerous advocacy groups addressing health care, mental 24 health, social justice, and disability issues; and 25 WHEREAS, Dr. Schuster announced her retirement from the Advocacy Action 26 Network effective in 2023; and 27 UNOFFICIAL COPY 23 RS BR 951 Page 2 of 2 XXXX 1/3/2023 12:03 PM Jacketed WHEREAS, Dr. Schuster has been awarded and honored for her steadfast 1 dedication to the Commonwealth's most vulnerable citizens numerous times over her 2 illustrious career and her advocacy has given hope to and changed the lives of millions of 3 Kentuckians by making their experiences known to policy makers; and 4 WHEREAS, Dr. Schuster's retirement from the Advocacy Acton Network will 5 leave large shoes to fill, but the causes she advanced over her long career will continue to 6 improve the lives of Kentuckians; 7 NOW, THEREFORE, 8 Be it resolved by the Senate of the General Assembly of the Commonwealth of 9 Kentucky: 10 Section 1. The members of the Senate hereby honor the career of Dr. Sheila 11 Schuster and congratulate her on her retirement from the Advocacy Action Network. 12 Section 2. The clerk of the Senate is directed to transmit a copy of this 13 Resolution to Senator John Schickel for delivery. 14
