UNOFFICIAL COPY 23 RS BR 1866 Page 1 of 2 XXXX 3/30/2023 6:14 PM Jacketed A RESOLUTION encouraging the Interim Joint Committee on Economic 1 Development and Workforce Investment to address cybersecurity challenges and 2 associated workforce opportunities. 3 WHEREAS, the protection of information and data is paramount to the integrity of 4 businesses, as well as federal, state, and local agencies in the state of Kentucky; and 5 WHEREAS, accelerated adoption of cybersecurity systems in Kentucky by 6 combining assets of state and federal agencies, private sector companies, and academia is 7 critical to address the protection of information and data; and 8 WHEREAS, nonacademic training, upskilling, and reskilling is a critical need to 9 complement existing academic programs at higher education institutions; and 10 WHEREAS, growing existing and new academic programs at all levels, including 11 K-12 education within Kentucky, is needed to develop a workforce to address current and 12 future needs in cybersecurity; and 13 WHEREAS, state and other academic interests shall come together to maximize the 14 receipt of federal funds through grants for research and workforce development that can 15 help protect information and data in Kentucky and make Kentucky a leader in 16 cybersecurity practices; and 17 WHEREAS, a determination must be made for the need of a centrally driven public 18 private partnership located in Kentucky to direct, manage, and develop a Kentucky 19 master plan to protect our businesses, develop a cyber innovation ecosystem, develop 20 cyber resources for agencies and businesses, coordinate with all interested parties, and 21 build a network for us to achieve these goals; and 22 NOW, THEREFORE, 23 Be it resolved by the Senate of the General Assembly of the Commonwealth of 24 Kentucky: 25 Section 1. The members of the Senate hereby encourage the Interim Joint 2 committee on Economic Development and Workforce Investment to invite all interested 3 parties, including federal agencies, state and local agencies, private companies, 4 nongovernmental organizations, and academia of in Kentucky to present ideas to address 5 cybersecurity challenges and associated workforce opportunities to committee members 6 during the 2023 Interim of the General Assembly. 7 Section 3. The Clerk of the Senate is directed to transmit copies of this 8 Resolution to the Legislative Research Commission and the esteemed chairs of the 9 Interim Joint Committee on Economic Development and Workforce Investment. 10
