A RESOLUTION adjourning the Senate in honor and loving memory of Virgil F. 1 
Osborne. 2 
WHEREAS, Virgil F. Osborne was born on September 7, 1934, to Joe and Florence 3 
Osborne; and 4 
WHEREAS, Virgil F. Osborne was married the love of his life, Ann Clark, and 5 
together they established their home in eastern Kentucky to raise their sons, Joey and 6 
Shane; and 7 
WHEREAS, Virgil F. Osborne began his teaching career at his alma mater, Virgie 8 
High School in Pike County. A few years later, he began teaching for the Jenkins 9 
Independent School District in Letcher County. After his teaching career, Virgil F. 10 
Osborne decided to continue being an advocate for education and was elected to the local 11 
school board; and 12 
WHEREAS, Virgil F. Osborne expanded his influence outside of the classroom and 13 
became a coach for high school baseball, basketball, and football. Over the course of five 14 
seasons as the head basketball coach at Virgie High School his winning record was 126 15 
wins 34 losses and at Jenkins was 44 wins 13 losses. While head coach during the 1961 – 16 
1962 season, he led the Virgie team to the state tournament and finished the season with 17 
30 wins and 5 losses; and 18 
WHEREAS, after leaving the world of teaching, in 1968, Virgil F. Osborne became 19 
the first executive director of the Eastern Kentucky Concentrated Employment Program, 20 
Inc. Since the organization was created in 1968, it has expanded and now administers the 21 
Workforce Innovation and Opportunity Act programs in 23 mountain counties and the 22 
Kentucky Career Center JobSight network of workforce centers, providing access to 23 
more than a dozen programs and services for jobseekers and employers under one roof; 24 
and 25 
WHEREAS, Virgil F. Osborne decided to continue promoting high school sports 26 
and became a charter member of WYMT Mountain Classic basketball tournament and 27  UNOFFICIAL COPY  	23 RS BR 1357

the Community Trust Bank/WYMT Pike County Bowl for football. For over 35 years, 1 
both programs have been successful at promoting high school football and basketball for 2 
eastern Kentucky; and 3 
WHEREAS, Virgil F. Osborne died on February 5, 2023. He was preceded in death 4 
by his parents; his wife; brothers, Burnice, Burl, Gary, and Larry; and sister, Beatrice 5 
McNeil; and 6 
WHEREAS, Virgil F. Osborne is survived by his two sons, Joey (Beverly) Osborne 7 
and Shane (Andrea) Osborne; five grandchildren, Summer Reese, Jasmine Osborne, 8 
Chanston Osborne, Lauren Todd, and Ian Osborne; seven great-grandchildren, Eli, 9 
Meadow, Jaxon, Maddox, Lyam, Preston, and Tatum; and a host of loving family, 10 
friends, and community; 11 
NOW, THEREFORE, 12 
Be it resolved by the Senate of the General Assembly of the Commonwealth of 13 
Kentucky: 14 
Section 1. The members of the Senate hereby extend its most profound 15 
sympathy upon the passing of Virgil F. Osborne and expresses heartfelt condolences to 16 
his family and community in this time of loss. 17 
Section 2.   When the Senate adjourns this day, it does so in honor and loving 18 
memory of Virgil F. Osborne. 19 
Section 3.   The Clerk of the Senate is hereby directed to transmit a copy of this 20 
resolution to Senator Phillip Wheeler for delivery to the family. 21
