AN ACT relating to identity documents. 1
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2
ď˘Section 1. KRS 186.4101 is amended to read as follows: 3
(1) Except as provided in subsection (2) of this section, a license to operate a motor 4
vehicle, motorcycle, or moped, or a personal identification card shall be renewed 5
every eight (8) years prior to its expiration. Except as provided in KRS 186.410, a 6
person seeking to renew an operator's license shall apply to the cabinet in 7
accordance with KRS 186.412 and 186.4121. 8
(2) An applicant for a renewal license[, instruction permit,] or identification card may 9
choose to be issued a document that is valid for four (4) years. Fees for documents 10
issued for a four (4) year period shall be adjusted in accordance with KRS 186.531. 11
(3) The fee to renew an operator's license or personal identification card shall be 12
according to the schedule set forth in KRS 186.531. 13
(4) At least forty-five (45) days prior to the expiration of a person's operator's license, 14
instruction permit, or personal identification card, the cabinet shall send notice to 15
the document holder of the date of expiration. Nonreceipt of the notice required 16
by this subsection shall not constitute a defense to a violation of KRS 186.510 or 17
any other statute requiring possession of a valid operator's license while 18
operating a motor vehicle. Notification under this subsection shall be made by: 19
(a) Mail; or 20
(b) Text message or email, if the person has provided the necessary contact 21
information and requested to receive messages from the cabinet in either of 22
those formats. 23
