UNOFFICIAL COPY 24 RS BR 274 Page 1 of 3 XXXX 11/22/2023 2:08 PM Jacketed AN ACT relating to the Perinatal Advisory Committee. 1 Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2 SECTION 1. A NEW SECTION OF KRS 211.672 TO 211.678 IS CREATED 3 TO READ AS FOLLOWS: 4 (1) (a) The Perinatal Advisory Committee is established to make recommendations 5 for the improvement of the following statewide health status indicators that 6 relate to pregnancy and perinatal care: 7 1. Infant mortality; 8 2. Preterm birth; 9 3. Substance abuse during pregnancy; 10 4. Neonatal abstinence syndrome; 11 5. Maternal mortality; and 12 6. Maternal and postpartum depression. 13 (b) The advisory committee shall make recommendations on evidence-based 14 guidelines and programs to improve the outcomes of pregnancies, including 15 ways to improve coordination of existing programs operated by the cabinet 16 and private organizations. 17 (2) The advisory committee shall be attached to the cabinet for administrative 18 purposes and be composed of: 19 (a) The director of the Division of Maternal and Child Health, Department for 20 Public Health, who shall serve as chair of the advisory committee; 21 (b) The director of the Division of Maternal Fetal Medicine, University of 22 Kentucky College of Medicine; 23 (c) The director of the Division of Maternal Fetal Medicine, University of 24 Louisville School of Medicine; 25 (d) The director of the Division of Neonatology, University of Kentucky College 26 of Medicine; 27 UNOFFICIAL COPY 24 RS BR 274 Page 2 of 3 XXXX 11/22/2023 2:08 PM Jacketed (e) The director of the Division of Neonatal Medicine, University of Louisville 1 School of Medicine; 2 (f) The president of the Kentucky Perinatal Association or designee; 3 (g) The president of the Kentucky Academy of Family Physicians or designee; 4 (h) The president of the Kentucky Chapter of the American Academy of 5 Pediatrics or designee; 6 (i) The president of the Kentucky Section of the American College of 7 Obstetricians and Gynecologists or designee; 8 (j) The president of the Kentucky Chapter of the Association of Women’s 9 Health, Obstetric, and Neonatal Nurses or designee; 10 (k) The chair of the Kentucky Medical Association’s Committee on Maternal 11 and Neonatal Health or designee; 12 (l) The chair of the Kentucky Medical Association’s Committee on Maternal 13 Mortality or designee; and 14 (m) The following members, who shall be appointed by the secretary for terms 15 not exceeding four (4) years: 16 1. One (1) director of a maternal-fetal medicine program from a 17 pediatric teaching hospital with a Level III neonatal intensive care 18 unit (NICU) that has a minimum of thirty (30) beds; 19 2. One (1) practicing obstetrician from rural practice in a hospital with a 20 Level I nursery; 21 3. One (1) practicing obstetrician from rural practice in a hospital with a 22 Level II NICU; 23 4. One (1) practicing pediatrician from rural practice in a hospital with a 24 Level I nursery; 25 5. One (1) practicing pediatrician or one (1) practicing neonatologist 26 from rural practice in a hospital with a Level II NICU; 27 UNOFFICIAL COPY 24 RS BR 274 Page 3 of 3 XXXX 11/22/2023 2:08 PM Jacketed 6. One (1) practicing pediatrician or one (1) practicing neonatologist 1 from a non-university urban practice hospital with a Level II NICU; 2 7. One (1) practicing pediatrician or one (1) practicing neonatologist 3 from a pediatric teaching hospital with a Level III NICU that has a 4 minimum of thirty (30) beds; 5 8. One (1) board-certified pediatric surgeon; 6 9. One (1) board-certified pediatrician specializing in medical genetics; 7 10. One (1) perinatal social worker; and 8 11. One (1) representative from a non-university hospital with a Level II 9 or a Level III NICU. 10 (3) Other subject matter experts may be represented as members of the advisory 11 committee at the discretion of the secretary. 12 (4) The advisory committee shall meet at least quarterly and shall hold its first 13 meeting no later than thirty (30) days after the effective date of this Act. 14 (5) The advisory committee shall submit an annual report of its activities and 15 recommendations by December 1 of each year to the secretary, the commissioner, 16 and the Legislative Research Commission, which shall distribute the report to the 17 Interim Joint Committee on Health Services and the Interim Joint Committee on 18 Families and Children. 19
