UNOFFICIAL COPY 24 RS BR 2288 Page 1 of 3 XXXX 2/23/2024 1:39 PM Jacketed A CONCURRENT RESOLUTION establishing the Homeschool Task Force. 1 WHEREAS, according to the Homeschooling in Kentucky report published in 2017 2 by the Office of Education Accountability, nearly two-thirds of students removed from 3 school to be homeschooled were chronically truant prior to being withdrawn from school; 4 and 5 WHEREAS, the Homeschooling in Kentucky report further found that the number 6 of high school students transferring to homeschooling increased dramatically after the 7 compulsory attendance age was raised from 16 to 18 and that high school students who 8 transfer to homeschooling comprise over half of all homeschool transfers, despite only 9 representing four of twelve compulsory attendance grades; and 10 WHEREAS, the General Assembly must consider whether the trend of chronically 11 truant students or high school students subject to compulsory attendance statutes being 12 withdrawn from school to be homeschooled is an indication of a trend of educational 13 neglect in Kentucky; and 14 WHEREAS, given that student participation in homeschooling in Kentucky more 15 than doubled between 2018 and 2022, the General Assembly must ensure that all 16 Kentucky homeschool students receive adequate instruction and are not subjected to 17 educational neglect by assessing the current regulation of homeschools in Kentucky and 18 identifying opportunities to better protect the integrity of homeschooling in the 19 Commonwealth; 20 NOW, THEREFORE, 21 Be it resolved by the House of Representatives of the General Assembly of the 22 Commonwealth of Kentucky, the Senate concurring therein: 23 Section 1. The Legislative Research Commission shall establish the 24 Homeschool Task Force. The task force shall study and make recommendations related 25 to potential guardrails that can be implemented in Kentucky to preserve the integrity of 26 homeschooling in Kentucky, the quality of homeschooling instruction, the qualification 27 UNOFFICIAL COPY 24 RS BR 2288 Page 2 of 3 XXXX 2/23/2024 1:39 PM Jacketed of homeschooling instructors, and the safety of Kentucky's homeschooled students. The 1 task force shall also study and make recommendations related to the financial impact of 2 homeschooling on Kentucky school districts. 3 Section 2. (1) The Homeschool Task Force shall be composed of the 4 following members: 5 (a) Four members of the House of Representatives, including three members to 6 be appointed by the Speaker of the House of Representatives and one member appointed 7 by the Minority Floor Leader of the House of Representatives. One of the four members 8 of the House of Representatives shall be designated by the Speaker of the House to serve 9 as co-chair; 10 (b) Four members of the Senate, including three members to be appointed by the 11 President of the Senate and one member to be appointed by the Minority Floor Leader of 12 the Senate. One of the four members of the Senate shall be designated by the President of 13 the Senate to serve as co-chair; 14 (c) At least one superintendent of a Kentucky public school district appointed by 15 the Legislative Research Commission; 16 (d) At least one member of a Kentucky school board appointed by the Legislative 17 Research Commission; 18 (e) At least one parent of a Kentucky homeschooling student appointed by the 19 Legislative Research Commission; and 20 (f) Other pertinent stakeholders identified and appointed by the Legislative 21 Research Commission. 22 (2) Final membership of the task force is subject to the consideration and 23 approval of the Legislative Research Commission. 24 Section 3. The task force shall meet as necessary during the 2024 Interim of the 25 General Assembly. The task force shall submit any findings and recommendations the 26 task force adopts to the Legislative Research Commission for referral to the appropriate 27 UNOFFICIAL COPY 24 RS BR 2288 Page 3 of 3 XXXX 2/23/2024 1:39 PM Jacketed committee or committees by December 1, 2024. 1 Section 4. Provisions of this Resolution to the contrary notwithstanding, the 2 Legislative Research Commission shall have the authority to alternatively assign the 3 issues identified herein to an interim joint committee or subcommittee thereof, and to 4 designate a study completion date. 5
