A CONCURRENT RESOLUTION relating to the establishment of the Artificial 1 
Intelligence Task Force to study the impact of artificial intelligence on operation and 2 
procurement policies of Kentucky government agencies and consumer protection needed 3 
in private and public sectors. 4 
WHEREAS, artificial intelligence is an expanding technology in both the private 5 
and public sectors in Kentucky; and 6 
WHEREAS, mobile users and companies are using artificial intelligence-powered 7 
applications, and leading businesses are routinely investing in artificial intelligence 8 
initiatives; and 9 
WHEREAS, artificial intelligence involves rapidly advancing technology and 10 
science to create problem-solving measures for the private and public sectors; and 11 
WHEREAS, artificial intelligence has become more prevalent in individual and 12 
commercial use in Kentucky, and individual companies have expressed interest in doing 13 
business with Kentucky to provide services powered by artificial intelligence; 14 
NOW, THEREFORE, 15 
Be it resolved by the House of Representatives of the General Assembly of the 16 
Commonwealth of Kentucky, the Senate concurring therein: 17 
Section 1.   The Legislative Research Commission is hereby directed to create 18 
the Artificial Intelligence Task Force to conduct a comprehensive review of existing 19 
artificial intelligence applications that would benefit Kentucky government agencies' 20 
operation and procurement policies and provide recommendations on artificial 21 
intelligence systems that would enhance state government operations and legislative 22 
initiatives needed to provide consumer protection in the private and public sectors. The 23 
Artificial Intelligence Task Force shall: 24 
(1) Identify strategies by other states to study and monitor artificial intelligence 25 
systems developed, employed, and procured by other states' agencies; 26 
(2) Study other states' agencies currently using artificial intelligence systems in 27  UNOFFICIAL COPY  	24 RS HCR 38/GA

government operations; 1 
(3) Identify existing Kentucky agencies using artificial intelligence systems and 2 
study those systems; 3 
(4) Gather information on artificial intelligence systems used by other groups, 4 
including Kentucky businesses and the federal government; and 5 
(5) Provide recommendations on how Kentucky government agencies use of 6 
artificial intelligence systems would benefit their operation and procurement policies and 7 
the legislative initiatives needed to provide consumer protection in the private and public 8 
sectors to the Legislative Research Commission by December 1, 2024. 9 
Section 2. The Artificial Intelligence Task Force shall be composed of the 10 
following members, with final membership of the task force being subject to the 11 
consideration and approval of the Legislative Research Commission. 12 
(1) Four members of the House of Representatives appointed by the Speaker of 13 
the House of Representatives, one of whom shall be a member of the minority party, and 14 
one of whom shall be designated by the Speaker of the House of Representatives as a co-15 
chair of the task force; and 16 
(2) Four members of the Senate appointed by the President of the Senate, one of 17 
whom shall be a member of the minority party, and one of whom shall be designated by 18 
the President of the Senate as a co-chair of the task force. 19 
Section 3.   The Artificial Intelligence Task Force shall meet at least three times 20 
during the 2024 Interim and shall submit its findings, legislative recommendations, or a 21 
memorandum to the Legislative Research Commission no later than December 1, 2024. If 22 
legislative recommendations are submitted, the Legislative Research Commission may 23 
refer the recommendations to the appropriate committee or committees of jurisdiction in 24 
advance of the 2025 Regular Session of the Kentucky General Assembly. 25 
Section 4.   Provisions of this Resolution to the contrary notwithstanding, the 26 
Legislative Research Commission shall have the authority to alternatively assign the 27  UNOFFICIAL COPY  	24 RS HCR 38/GA

issues identified herein to an interim joint committee or subcommittee thereof, and to 1 
designate a study completion date. 2
