A CONCURRENT RESOLUTION reestablishing the Early Childhood Education 1
Task Force. 2
WHEREAS, the Early Childhood Education Task Force was established during the 3
2022 Interim of the General Assembly to study issues related to child care and early 4
childhood education in the Commonwealth; and 5
WHEREAS, child care and early childhood education are critical for improving the 6
lives of children and families, supporting workforce participation, and driving economic 7
development; and 8
WHEREAS, there remains a need for consensus and continued discussion of a 9
statewide strategy to support and ensure a sustainable child care ecosystem in the 10
Commonwealth; 11
NOW, THEREFORE, 12
Be it resolved by the House of Representatives of the General Assembly of the 13
Commonwealth of Kentucky, the Senate concurring therein: 14
Section 1. The Legislative Research Commission is hereby directed to 15
reestablish the Early Childhood Education Task Force to study the complex issues 16
relating to child care and early childhood education opportunities in the Commonwealth 17
and the impacts of child care on children and families, workforce participation, and 18
economic development. 19
Section 2. The Early Childhood Education Task Force shall be composed of the 20
following members, with final membership of the task force being subject to the 21
consideration and approval of the Legislative Research Commission: 22
(1) Three members of the Senate appointed by the President of the Senate, one of 23
whom shall be designated by the President of the Senate as a co-chair of the task force; 24
(2) One member of the Senate appointed by the Minority Floor Leader of the 25
Senate; 26
(3) Three members of the House of Representatives appointed by the Speaker of 27 UNOFFICIAL COPY 24 RS BR 1617

the House of Representatives, one of whom shall be designated by the Speaker of the 1
House of Representatives as a co-chair of the task force; and 2
(4) One member of the House of Representatives appointed by the Minority Floor 3
Leader of the House of Representatives. 4
Section 3. The Early Childhood Education Task Force shall meet monthly 5
during the 2024 Interim of the General Assembly and shall submit findings and 6
recommendations for a sustainable and fiscally responsible child care and early childhood 7
education strategy to the Legislative Research Commission for referral to the appropriate 8
committee or committees by December 1, 2024. 9
Section 4. Provisions of this Resolution to the contrary notwithstanding, the 10
Legislative Research Commission shall have the authority to alternatively assign the 11
issues identified herein to an interim joint committee or subcommittee thereof, and to 12
designate a study completion date. 13
