A JOINT RESOLUTION designating the roundabout at Kentucky Route 686 and 1
Kentucky Route 713 in Montgomery County as the Emilee Collins Memorial 2
Roundabout. 3
WHEREAS, Emilee Collins was born on July 6, 2004, to Jamie and Denise 4
Maloney Collins; and 5
WHEREAS, Emilee Collins grew up in Montgomery County and attended 6
Montgomery County High School; and 7
WHEREAS, Emilee Collins is remembered by her friends and family for being a 8
supportive friend who loved to have fun, and was known as an eager student always 9
ready to learn by her teachers; and 10
WHEREAS, on May 14, 2021, Emilee Collins traversed these earthly bounds when 11
she was involved in a crash at the intersection of the Mt. Sterling Bypass and Spencer 12
Pike, which was known as a dangerous intersection that had claimed six lives between 13
2010 and 2020; and 14
WHEREAS, after Emilee Collins' tragic death, a petition was started by her 15
classmates calling for a traffic signal at the intersection, and a roundabout was ultimately 16
constructed 2022 to prevent another similar tragedy; 17
NOW, THEREFORE, 18
Be it resolved by the General Assembly of the Commonwealth of Kentucky: 19
ď˘Section 1. The Transportation Cabinet shall designate the roundabout at the 20
intersection of Kentucky Route 686 and Kentucky Route 713 in Montgomery County as 21
the "Emilee Collins Memorial Roundabout" and shall, within 30 days of the effective 22
date of this Resolution, erect appropriate signs denoting this designation, 1,000 feet in 23
advance of the roundabout in each direction. 24
