UNOFFICIAL COPY 24 RS BR 2081 Page 1 of 2 XXXX 2/19/2024 11:50 AM Jacketed A JOINT RESOLUTION designating the Deputy Sheriff Caleb Conley Memorial 1 Highway in Scott County. 2 WHEREAS, Caleb Kenneth Conley was born in Phoenix, Arizona, on October 12, 3 1987, the son of William Kenneth and Jolene Kay Conley; and 4 WHEREAS, Caleb Conley served his country in the United States Army Reserve as 5 a combat engineer with the 478th Engineer Battalion, who, while on active duty in Iraq, 6 was recognized and honored for his brave and courageous service as part of a team that 7 executed more than 1,800 combat missions and located 164 improvised explosive 8 devices; and 9 WHEREAS, Caleb Conley fulfilled his childhood dream of becoming a law 10 enforcement officer by graduating from the Department of Criminal Justice Training's 11 Class #506 in December 2019, and joining the Scott County Sheriff’s Office as a deputy 12 sheriff and a member of the Special Response Team; and 13 WHEREAS, Deputy Sheriff Caleb Conley made an immediate impression in his 14 law enforcement career, receiving the Governor’s Award for Outstanding Achievement 15 in Occupant Protection Enforcement in 2022, the Governor's Award for Impaired Driving 16 Enforcement in 2020 and 2022, the 2021 Scott County Sheriff’s Office Chief’s Award, 17 and the Highway Safety All Star Drive Sober Division Winner, Deputy of the Year 2022; 18 and 19 WHEREAS, Deputy Sheriff Caleb Conley was constantly helping members of his 20 community as an active member of the Clayton Arnold Foundation, a volunteer at 21 Licking River Outfitters, a member of the Cynthiana Elks Lodge #438, and as a Mason; 22 and 23 WHEREAS, Deputy Sheriff Caleb Conley especially loved spending his time away 24 from the uniform with his wife Rachel, son Riley, and daughter Olivia. He enjoyed 25 hunting and fishing, coaching his children's athletic teams, and living up to his wife's 26 joking nickname for him, "Mr. Mayor," for being so well-known and friendly with 27 UNOFFICIAL COPY 24 RS BR 2081 Page 2 of 2 XXXX 2/19/2024 11:50 AM Jacketed everyone he encountered; and 1 WHEREAS, on the afternoon of May 22, 2023, while executing a traffic stop on 2 Interstate 75 near Georgetown, Deputy Sheriff Caleb Conley was shot and killed in the 3 line of duty; and 4 WHEREAS, the tragic death of Deputy Sheriff Caleb Conley sent shock waves 5 through Scott County and the Commonwealth as a whole, and the outpouring of love and 6 support from across the Commonwealth and the nation in the wake of his passing 7 exemplified the respect in which he was held; and 8 WHEREAS, at his memorial service, Deputy Sheriff Caleb Conley was eulogized 9 by family, friends, and fellow officers, one of whom, Sargent Robert Tackett, said, "He 10 was very committed to his job. I’ve never met anyone in my entire life that wanted to be 11 a law enforcement officer more than Caleb Conley did. I’ve never met anybody that 12 deserved to carry a badge more than he did"; and 13 WHEREAS, it is appropriate that the service and sacrifice of Deputy Sheriff Caleb 14 Conley be recognized in some tangible way; 15 NOW, THEREFORE, 16 Be it resolved by the General Assembly of the Commonwealth of Kentucky: 17 Section 1. The Transportation Cabinet shall designate the entirety of United 18 States Route 62 in Scott County as the "Deputy Sheriff Caleb Conley Memorial 19 Highway" and shall, within 30 days of the effective date of this Resolution, erect 20 appropriate signs denoting this designation. The designation shall supersede any previous 21 honorary designation made for that section of highway. 22
