UNOFFICIAL COPY 24 RS BR 2550 Page 1 of 2 XXXX 4/12/2024 4:24 PM Jacketed A RESOLUTION honoring the life of Madelynn Troutt and designating April 15 as 1 Live Like Madelynn Day in Kentucky. 2 WHEREAS, Madelynn Noel Troutt was born on May 28, 2003, to Jeremy and 3 Marcie Troutt and was a loving sister to her brothers, Peyton and Nikolas Troutt; and 4 WHEREAS, Madelynn was a senior at Butler High School and a member of its 5 varsity cheerleading squad; and 6 WHEREAS, Madelynn was employed as an intern at Norton Women's and 7 Children's Hospital, and was accepted into Bellarmine University, where she planned to 8 pursue her dream to help others by becoming a nurse; and 9 WHEREAS, Madelynn was just months away from her high school graduation 10 when she was tragically killed on March 1, 2021, in a head-on collision with a car 11 speeding down the wrong side of the road; and 12 WHEREAS, the other driver involved in the collision was under the influence of a 13 controlled substance and had stolen the vehicle just days after being released from jail on 14 a bond of $5,000, which was paid by a nonprofit charitable bail organization; and 15 WHEREAS, in order to prevent the reoccurrence of the tragedy that befell 16 Madelynn and her family, the General Assembly has passed Madelynn's Law, which, 17 among other provisions, bans charitable bail organizations from posting bail of $5,000 or 18 more, and makes it unlawful to furnish bail regardless of the amount for violent offense 19 or for a person being held under a civil court order; and 20 WHEREAS, Madelynn's family established the Madelynn Troutt Memorial Nursing 21 Scholarship to assist future Bellarmine University nursing students with the cost of their 22 education; and 23 WHEREAS, the Madelynn Troutt Memorial Golf Scramble brought hundreds of 24 participants to South Park Country Club in June 2021, and proceeds from the tournament 25 allowed Madelynn's scholarship to become an endowment that will endure for 26 generations to come; and 27 UNOFFICIAL COPY 24 RS BR 2550 Page 2 of 2 XXXX 4/12/2024 4:24 PM Jacketed WHEREAS, Madelynn Troutt, through the example of her life and through the 1 scholarship fund that will live on after her passing, has embodied kindness, empathy, and 2 the desire to serve the needs of others, characteristics that should be emulated by all 3 citizens of the Commonwealth; 4 NOW, THEREFORE, 5 Be it resolved by the House of Representatives of the General Assembly of the 6 Commonwealth of Kentucky: 7 Section 1. The members of the House of Representatives hereby recognize 8 April 15, 2024, as Live Like Madelynn Day, in honor of Madelynn Troutt's legacy. 9 Section 2. The Clerk of the House is directed to transmit a copy of this 10 Resolution to Representative Jared Bauman for presentation to the Troutt family. 11
