A RESOLUTION amending the Rules of Procedure for the 2024 Regular Session 1 
of the House of Representatives. 2 
Be it resolved by the House of Representatives of the General Assembly of the 3 
Commonwealth of Kentucky: 4 
Section 1.   House Rule 41 is amended to read as follows: 5 
Rule 41. Rules Committee. There shall be a Rules Committee composed of the 6 
Speaker of the House, the Speaker Pro Tempore, the Majority Floor Leader, the Majority 7 
Caucus Chair, the Majority Whip, the Minority Floor Leader, the Minority Caucus 8 
Chair,[ and] the Minority Whip, two "at-large" members of the majority party in the 9 
House, and two "at-large" members of the minority party in the House. The four at-10 
large members of the Rules Committee shall each be selected by a majority vote of their 11 
respective caucuses. All bills and resolutions having been reported out of the committee 12 
to which referred and having received their second reading shall be referred to the Rules 13 
Committee. The Rules Committee may refer any bill or resolution before it back to a 14 
standing committee. If a bill which includes incarceration as a possible penalty has been 15 
received by the Rules Committee from a standing committee other than the Committee 16 
on Judiciary, the bill shall be referred to the Committee on Judiciary. No bill or resolution 17 
shall be referred back by the Rules Committee on more than one occasion. All meetings 18 
of the Rules Committee shall be open. In the event of a vacancy on the Rules Committee, 19 
the[ other remaining] members of the majority or minority party[party’s leadership 20 
serving on the Rules Committee] may determine whether there is a vacancy on the Rules 21 
Committee and shall appoint a replacement for that member. 22 
The Majority Floor Leader shall while the Rules Committee is in session call bills 23 
and resolutions for consideration by the Rules Committee. A bill or resolution may be 24 
placed for consideration in the first order of business at the next regular Rules Committee 25 
meeting by a majority of the membership voting for such consideration. 26

Committee when a bill of which the member is a sponsor or co-sponsor is under 1 
consideration including the subsequent vote thereon. No measure shall be posted in the 2 
Orders of the Day for final passage except by order of the Rules Committee unless 3 
otherwise ordered posted for the next succeeding legislative day by a majority of the 4 
members voting. The Rules Committee shall arrange the Orders of the Day so that all 5 
measures shall appear thereon for the consideration of the House, but the Rules 6 
Committee may not place in the Orders of the Day any bill or other measure in the 7 
possession of a standing or special committee of the House. The Rules Committee, prior 8 
to each day’s session, shall post a notice in a regular place in the House Chamber listing 9 
the bills to be considered that day in the Orders of the Day. Should the House not 10 
complete any day’s Orders of the Day, the bills and resolutions remaining unconsidered 11 
shall go to the top of the Orders of the Day on the next day that Orders of the Day are 12 
considered. 13 
The at-large member of the majority party who receives the most votes from his or 14 
her party[Speaker of the House] shall be the Chair of the Rules Committee. The Majority 15 
Floor Leader of the House shall act for the Rules Committee in calling from the Orders of 16 
the Day any bills or resolutions in the order the Majority Floor Leader deems proper and 17 
shall be recognized by the Speaker for that purpose during all times that the Rules 18 
Committee is in charge of posting the Orders of the Day. The at-large member of the 19 
majority party who receives the second most votes from his or her party[Speaker Pro 20 
Tempore] shall act as chair in the absence of the Speaker. 21
