A RESOLUTION amending the Rules of Procedure for the 2024 Regular Session 1
of the House of Representatives. 2
Be it resolved by the House of Representatives of the General Assembly of the 3
Commonwealth of Kentucky: 4
ď˘Section 1. House Rule 54 is amended to read as follows: 5
Rule 54. Reference of Bills. The Committee on Committees shall[may] refer a 6
bill to the proper standing committee not later than the fifth day in which the House is 7
in session after the date of introduction. When a House bill has been amended in the 8
Senate and has been returned to the House for concurrence in the amendment, it shall be 9
referred to the Rules Committee. In these instances, the Clerk shall distribute copies of 10
the bill and its proposed amendment to each member of the Rules Committee. The Rules 11
Committee may post these bills to the Orders of the Day for consideration of the 12
amendment, and final passage, giving precedence to these bills over all other matters 13
posted. When bills with amendments for concurrence are reached in the Orders of the 14
Day, the Speaker shall first put the question of concurrence in the amendment, 15
whereupon if that is favorable, the bill shall be put immediately upon its final passage. 16
Bills originating in and passed by the Senate when reported to the House shall be referred 17
to the Committee on Committees and shall take the same course as other bills. 18
