A RESOLUTION recognizing and commending the National Conference of State 1 
Legislatures on its 50th anniversary in 2025. 2 
WHEREAS, the National Conference of State Legislatures (NCSL) was founded in 3 
1975 and has evolved during the past half century to become the premier organization 4 
dedicated solely to serving state and territorial legislators and legislative staff; and 5 
WHEREAS, NCSL was created from the merger of three organizations that served 6 
or represented state legislatures and that shared the belief that legislative service is one of 7 
democracy’s worthiest pursuits; and 8 
WHEREAS, NCSL is a bipartisan organization with three objectives: to advance 9 
the effectiveness, independence, and integrity of state legislatures; to foster interstate 10 
communication and cooperation; and to ensure that states have a strong, cohesive voice in 11 
the federal system; and 12 
WHEREAS, our nation’s state legislatures are America’s laboratories of democracy 13 
and have continually shown that they are the bodies to tackle emerging challenges. State 14 
legislatures are where people from very different backgrounds, representing very 15 
different communities, can come together and find common ground: and 16 
WHEREAS, NCSL has been at the forefront of facilitating the exchange of ideas, 17 
providing critical research and information, and encouraging a rigorous review of 18 
complex issues confronting our communities, states, and nation, while constantly striving 19 
to strengthen the bonds between America’s state legislatures and the international 20 
community; and 21 
WHEREAS, over the course of the last half century, generations of Kentucky's 22 
legislators and legislative staff have developed deep connections with NCSL, availing 23 
themselves of the organization's annual meeting, policy committees and task forces, 24 
professional staff associations, and professional training for legislators, as well as taking 25 
leadership roles in all those areas. Those experiences have enriched Kentucky legislators 26

of laws and policies that advance their well-being; and 1 
WHEREAS, in August of 2024, the Commonwealth of Kentucky will host the 2 
NCSL Annual Summit in Louisville, where the NCSL will officially kick off its 50th 3 
anniversary celebration. Having previously hosted the summit in 2010, Kentucky's 4 
legislators and staff are excited to host upwards of 5,000 guests from across the country 5 
and around the world and help them experience firsthand all the beauty our 6 
Commonwealth has to offer; and 7 
WHEREAS, at the 2024 Annual Summit, LRC Transportation Committee Staff 8 
Administrator and current NCSL Staff Vice-Chair John Snyder will be installed as the 9 
NCSL Staff Chair in his hometown, following in the footsteps of former LRC employee 10 
Chuck Truesdell, who held this position during the 2017-2018 conference year. Mr. 11 
Snyder will continue Kentucky’s long tradition of providing leadership and expertise to 12 
NCSL as it begins its next half century of advancing the interests of state legislatures; 13 
NOW, THEREFORE, 14 
Be it resolved by the House of Representatives of the General Assembly of the 15 
Commonwealth of Kentucky: 16 
Section 1.   The members of the House of Representatives hereby recognize and 17 
commend the National Conference of State Legislatures for its superb leadership and 18 
commitment to the legislative institution, commemorate NCSL's upcoming golden 19 
anniversary, and wish the organization continued success in the years to come. 20 
Section 2.   The Clerk of the House of Representatives is directed to transmit a 21 
copy of this Resolution to Tim Storey, Chief Executive Officer, National Conference of 22 
State Legislatures, 7700 E. First Place, Denver, Colorado 80230. 23
