A RESOLUTION expressing concern about federal regulatory overreach on the 1 
chemical industry. 2 
WHEREAS, the Commonwealth of Kentucky recognizes the vital role played by 3 
the chemical industry in the economic development, national security, and technological 4 
innovation of the United States; and 5 
WHEREAS, the chemical industry is a cornerstone of our nation's economy, 6 
contributing over $600 billion in economic impact, supporting more than half a million 7 
jobs, and constituting 25 percent of the nation's gross domestic product; and 8 
WHEREAS, the chemical industry is instrumental in providing essential products 9 
and innovations that drive progress in areas such as housing, infrastructure, healthcare, 10 
telecommunications, and clean energy solutions; and 11 
WHEREAS, the success of the chemical industry is crucial to maintaining the 12 
United States' global competitiveness and achieving national priorities; and 13 
WHEREAS, recent regulatory actions and proposed restrictions by the federal 14 
government have raised concerns about the impact on the chemical industry's ability to 15 
innovate, create products, and contribute to the nation's economic growth; and 16 
WHEREAS, these new restrictions have the potential to limit access to and increase 17 
the cost of essential products, which would negatively impact the United States economy, 18 
jeopardize American competitiveness, and delay progress in industries with urgent and 19 
growing needs; and 20 
WHEREAS, there are currently 13 proposed new restrictions with the potential to 21 
directly impact the chemical industry, ranging from outright bans on certain chemistries 22 
to regulations that may render manufacturing unviable or impossible; and 23 
WHEREAS, these restrictions may have detrimental effects on the supply chains 24 
for vital technologies, including semiconductors, electric vehicles, and modern healthcare 25 
applications; and 26 
WHEREAS, the proposed restrictions contradict policy priorities set forth by laws 27  UNOFFICIAL COPY  	24 RS BR 2139

such as the Inflation Reduction Act of 2022, Pub. L. No. 117-169, the Infrastructure 1 
Investment and Jobs Act, Pub. L. No. 117-58, and the CHIPS Act of 2022, Pub. L. No. 2 
117-167; and 3 
WHEREAS, responsible regulation that prioritizes science, promotes innovation, 4 
and supports supply chain resiliency is essential to achieving national goals; 5 
NOW, THEREFORE, 6 
Be it resolved by the House of Representatives of the General Assembly of the 7 
Commonwealth of Kentucky: 8 
Section 1.   The House of Representatives expresses concern about the potential 9 
adverse impact of regulatory overreach on the chemical industry and its contributions to 10 
the nation's economic prosperity. 11 
Section 2.  The House of Representatives calls on the federal executive 12 
administration, federal agencies, and Congress to reevaluate proposed restrictions on the 13 
chemical industry, ensuring that regulations are based on sound science, promote 14 
innovation, and support supply chain resiliency. 15 
Section 3. The House of Representatives urges the federal executive 16 
administration, federal agencies, and Congress to support frameworks that celebrate 17 
innovation and accelerate progress in the chemical industry. 18 
Section 4.   The Clerk of the House of Representatives shall transmit copies of 19 
this Resolution and notification of its adoption to the President of the United States, the 20 
Kentucky congressional delegation, and the administrator of the United States 21 
Environmental Protection Agency to inform them of the concerns and recommendations 22 
expressed herein. 23
