A RESOLUTION recognizing February 14, 2024, as Advanced Practice Registered 1 
Nurse Day in the Commonwealth of Kentucky. 2 
WHEREAS, advanced practice registered nurses (APRNs), including both nurse 3 
practitioners (NPs) and nurse-midwives, are trusted providers of health care for patients 4 
across the Commonwealth; and 5 
WHEREAS, APRNs are five times more likely to work in rural areas, where there 6 
is the greatest need, and wherever they provide care, they work to expand access to health 7 
care in underserved communities and address health disparities; and 8 
WHEREAS, patients depend on the more than 355,000 licensed NPs in the United 9 
States and the 11,822 licensed NPs in Kentucky to diagnose, manage, and treat their 10 
acute and chronic health conditions; and 11 
WHEREAS, 138 nurse-midwives in Kentucky provide primary care for women, 12 
including prenatal care, education, the delivery of infants, and postpartum and 13 
gynecological care; and 14 
WHEREAS, APRNs provide high-quality primary, acute, and specialty health care 15 
services while emphasizing health promotion, disease prevention, health education, and 16 
counseling, guiding patients to make smarter health and lifestyle choices; and 17 
WHEREAS, the confidence that patients have in NP-delivered health care is 18 
evidenced by the more than one billion visits made annually to NPs across the country 19 
and the more than five decades of research that confirms the high-quality care provided 20 
by APRNs; and 21 
WHEREAS, better utilization of APRNs through modernized state laws and 22 
improved policies has created improved health through a more accessible, efficient, cost-23 
effective, and higher-quality health care system; and 24 
WHEREAS, leading governmental and policy entities, including the National 25 
Academy of Medicine, the National Council of State Boards of Nursing, the National 26 
Governors Association, and the Federal Trade Commission, have taken notice of the 27  UNOFFICIAL COPY  	24 RS BR 2034

benefits of providing patients with full and direct access to NP care; 1 
NOW, THEREFORE, 2 
Be it resolved by the Senate of the General Assembly of the Commonwealth of 3 
Kentucky: 4 
Section 1.   The Senate hereby recognizes February 14, 2024, Advanced Practice 5 
Registered Nurse Day in the Commonwealth of Kentucky. 6 
Section 2.   When the Senate adjourns this day, it does so in honor, recognition, 7 
and celebration of Advanced Practice Registered Nurses and the service, and high-quality 8 
care they provide to Kentuckian across the Commonwealth. 9 
Section 3. The Clerk of the Senate is directed to transmit a copy of this 10 
Resolution to Senator Julie Raque Adams. 11
