A RESOLUTION adjourning the Senate in honor and loving memory of Kenneth 1 
Ray Haggard. 2 
WHEREAS, Kenneth Ray Haggard was born January 28, 1959, to the late Robert 3 
Ray Haggard and Carolyn Haggard; and 4 
WHEREAS, Kenneth Ray Haggard was a graduate of Murray State University and 5 
the University of Kentucky's College of Law, where he earned his Juris Doctorate; and 6 
WHEREAS, Kenneth Ray Haggard practiced law for almost forty years in 7 
Hopkinsville, Kentucky, earned the esteem of his colleagues and community, and was 8 
awarded the Nation's Top One Percent from the National Association of Distinguished 9 
Counsel; and  10 
WHEREAS, Kenneth Ray Haggard was an active participant in his community as a 11 
member of First Methodist Church, the Jaycees, and Kiwanis Club, where he served in 12 
various leadership positions; and 13 
WHEREAS, in addition to his parents, he was preceded in death by his brother, Joe 14 
Craig Haggard, and grandfather, George Woodrow Piper; and 15 
WHEREAS, Kenneth Ray Haggard was loved dearly by his wife of forty years, 16 
LeiAndra Vaughn Haggard, who was with him when he died on January 30, 2024. He is 17 
also survived by his son, Charles Robert (Jessica) Haggard; daughter, Jolie Raye (Zach) 18 
Lamb; granddaughters, Kensley Marie Lamb, Amelia Louis Lamb, and Charleigh Rose 19 
Haggard; and a host of other friends and loved ones; 20 
NOW, THEREFORE, 21 
Be it resolved by the Senate of the General Assembly of the Commonwealth of 22 
Kentucky: 23 
Section 1.   The Senate hereby extends its most profound sympathy upon the 24 
passing of Kenneth Ray Haggard and expresses heartfelt condolences to his family in this 25 
time of loss. 26
