A RESOLUTION recognizing Elaine Allen, LLC as the first African American-1 
owned construction company in Lexington, Kentucky. 2 
WHEREAS, Bishop E. Carter IV’s more than two-decade long construction career 3 
has involved partnerships and projects that have spanned across Kentucky and Ohio, 4 
including notable projects such as the Kentucky Department of Transportation building in 5 
Frankfort, Kentucky, and American Municipal Power’s hydroelectric dam in Foster, 6 
Kentucky; and 7 
WHEREAS, in 2017, Bishop E. Carter IV returned home to Lexington to found 8 
Elaine Allen, LLC as the city’s first African American-owned construction company; and 9 
WHEREAS, Elaine Allen, LLC has since grown from a one-man operation to a 10 
multimillion-dollar firm and one of the largest Black-owned and operated commercial 11 
construction companies in central Kentucky, with more than 15 full-time employees and 12 
a dedicated team of subcontractors; and 13 
WHEREAS, Elaine Allen, LLC has taken on a variety of projects throughout the 14 
central Kentucky area that have touched some of the region’s most important industries, 15 
including renovations of Wrigley Media, Beaumont Library, multiple Fayette County 16 
Public Schools, and The Halls at Kentucky State University; and 17 
WHEREAS, Elaine Carter, LLC has entered into a historic partnership to help 18 
complete the widely anticipated Town Branch Park in downtown Lexington; and 19 
WHEREAS, Elaine Allen, LLC was the proud recipient of the 2020 Commerce of 20 
Lexington Salute to Small Business Minority Business Award, showcasing Bishop E. 21 
Carter IV’s vision to grow Elaine Allen, LLC into a company recognized as the gold 22 
standard of construction management in the Commonwealth; and 23 
WHEREAS, Bishop E. Carter IV holds a Bachelor of Science in Mathematics and a 24 
Master of Public Administration in Human Resource Management from Kentucky State 25 
University and is emphatic about the value of education and mentorship for young Black 26 
students and leaders, engaging in philanthropic ventures both personally and through 27  UNOFFICIAL COPY  	24 RS BR 2435

Elaine Allen, including scholarships, financial support, and volunteer efforts in advocacy 1 
of BMW Academy, William Wells Brown Elementary School, and the Carter G. 2 
Woodson Academy; 3 
NOW, THEREFORE, 4 
Be it resolved by the Senate of the General Assembly of the Commonwealth of 5 
Kentucky: 6 
Section 1.   The members of the Senate hereby recognize and commend Elaine 7 
Allen, LLC as the first African American-owned construction company in Lexington, 8 
Kentucky and applaud the company for the contributions that it has made to the business 9 
community and central Kentucky’s economic growth. 10 
Section 2. The Clerk of the Senate is directed to transmit a copy of this 11 
Resolution to Senator Reginald Thomas for presentation. 12
