A RESOLUTION honoring the life and memory of Vivian Lasley-Bibbs. 1 
WHEREAS, Vivian Lasley-Bibbs was born on July 7, 1962, in Hopkinsville, 2 
Kentucky, to Carrie Evans and the late William H. Lasley; and 3 
WHEREAS, Vivian Lasley-Bibbs had a deep love for education and learning, 4 
which began at Booker T. Washington Elementary in Hopkinsville. She was born a social 5 
butterfly and participated in several school activities; and 6 
WHEREAS, after her family relocated to Frankfort, Vivian Lasley-Bibbs graduated 7 
from Frankfort High School in 1980, and she went to obtain a bachelor's degree in 8 
biology from Kentucky State University, a master's degree in Hospital and Molecular 9 
Epidemiology from the University of Michigan, and a Master of Science in Physician 10 
Assistant Studies degree from the University of Kentucky; and 11 
WHEREAS, Vivian Lasley-Bibbs was a proud member of the KSU concert choir, 12 
and it was there that she met Phillip Bibbs, her devoted husband of 35 years. She also 13 
participated in the biology club, which sparked her life-long passion for the health 14 
sciences. On April 15, 1982, Vivian Lasley-Bibbs was initiated into the Alpha Pi Chapter 15 
of Delta Sigma Theta Sorority Incorporated, and she went on to enjoy an active 16 
membership in the Lexington (KY) Alumnae Chapter of Delta Signa Theta Sorority Inc.; 17 
and 18 
WHEREAS, Vivian Lasley-Bibbs accepted Christ at an early age when she joined 19 
the Virginia Street Baptist Church in Hopkinsville, where her grandfather served as 20 
pastor. She continued her service to the Lord during her years in Frankfort as a member 21 
of First Baptist Church. In her adult life, Vivian Lasley-Bibbs joined Imani Baptist 22 
Church in Lexington where she was active in many church auxiliaries and served as a 23 
praise team leader. She could often be heard singing her favorite praise song "I've Got a 24 
Testimony." Most recently Vivian Lasley-Bibbs and her family joined Consolidated 25 
Baptist Church under the leadership of Pastor Richard Gaines; and 26 
WHEREAS, Vivian Lasley-Bibbs was a titan in the field of health sciences. Her 27  UNOFFICIAL COPY  	24 RS BR 1306

most recent position was with the Association of Schools and Programs of Public Health 1 
(ASPPH), where she served as Director of Disease Intervention Initiatives. Prior to this, 2 
Vivian Lasley-Bibbs worked for 12 years as the Director of the Office of Health Equity at 3 
the Kentucky Department for Public Health; and 4 
WHEREAS, Vivian Lasley-Bibbs was the founder and president of Navigating 5 
Obstacles in African American Health; co-founder of Colors of Promise, a community-6 
driven outreach organization that spreads the message of breast cancer awareness and risk 7 
reduction specifically to women of color; a member of the National Association of State 8 
Offices of Minority Health; and a past chair and member of Foundation for a Healthy 9 
Kentucky; and 10 
WHEREAS, on December 11, 2023, after a brief illness, Vivian Lasley-Bibbs 11 
traversed these earthly bounds. She was preceded in death by her father, William H. 12 
Lasley; paternal grandparents, Rev. A.R. Lasley and Alberta Lasley; maternal 13 
grandparents, Otis Evans and Cecil Leeper; aunts, Marie Hazelwood, Bessie Rhodes, 14 
Cornelia Goss, and Vivian Leeper; and an uncle, Walter Leeper; and 15 
WHEREAS, Vivian Lasley-Bibbs is survived by her loving husband, Phillip Bibbs; 16 
two children, Simone Bibbs and Sidney Bibbs; mother, Carrie Evans Lasley; sister, Maria 17 
Lasley; niece, Heather (Nick) Crabbe; a host of other nieces and nephews; beloved 18 
friends, Karla Thompson and Sylvia LaRue; and a sister-in-love, Billie Bibbs-Garner; 19 
NOW, THEREFORE, 20 
Be it resolved by the Senate of the General Assembly of the Commonwealth of 21 
Kentucky: 22 
Section 1.   The Senate hereby extends its most profound sympathy upon the 23 
passing of Vivian Lasley-Bibbs and expresses heartfelt condolences to her family in this 24 
time of loss. 25 
Section 2.   When the Senate adjourns this day, it does so in honor of Vivian 26

Section 3. The Clerk of the Senate is directed to transmit a copy of this 1
