A RESOLUTION adjourning the Senate in honor and loving memory of Louanna 1 
Whitaker Ratliff. 2 
WHEREAS, Louanna Whitaker Ratliff was born on February 23, 1936, in Harlan, 3 
Kentucky, to parents Oney Givens and Margaret Hensley Givens; and 4 
WHEREAS, Louanna Whitaker Ratliff retired from her career as an insurance clerk 5 
with Kentucky Medical Services and from Kroger where she was employed as a food 6 
demonstrator; and 7 
WHEREAS, Louanna Whitaker Ratliff was a loving mother, grandmother, and 8 
great-grandmother who adored her beloved family and dogs; and 9 
WHEREAS, Louanna Whitaker Ratliff was a faithful and devoted member of 10 
Durbin Memorial Baptist Church in Lexington, Kentucky; and 11 
WHEREAS, on October 17, 2023, Louanna Whitaker Ratliff traversed these earthly 12 
bounds. Although her loved ones will miss her immensely, they take great comfort and 13 
joy in knowing that she has been united with her Lord and Savior in Heaven; and 14 
WHEREAS, Louanna Whitaker Ratliff was preceded in passing by her parents; her 15 
first husband, J.B. Whitaker; her second husband, Walter Ratliff; three of her brothers; 16 
and one sister; and 17 
WHEREAS, Louanna Whitaker Ratliff is survived by daughters, Jan Marshall, 18 
Vicki Rhorer, and Jodi Whitaker; grandchildren, Justin Rhorer, Andrew Rhorer, Michelle 19 
Marshall, and Joshua Marshall; great-grandchildren, Isaiah Rhorer, Noah Rhorer, Henry 20 
Rhorer, Emmy Rhorer, Nash Gabbard, and Ezra Gabbard; a host of family and friends; 21 
and her dog, Dutchie; 22 
NOW, THEREFORE, 23 
Be it resolved by the Senate of the General Assembly of the Commonwealth of 24 
Kentucky: 25 
Section 1.   The Senate hereby extends its most profound sympathy upon the 26 
passing of Louanna Whitaker Ratliff and expresses heartfelt condolences to her family in 27  UNOFFICIAL COPY  	24 RS BR 955

Section 2.   When the Senate adjourns this day, it does so in honor and loving 2
