A RESOLUTION adjourning the Senate in honor and loving memory of Jessie 1 
Belle Shacklette Talbott. 2 
WHEREAS, Jessie Belle Shacklette Talbott was born on July 5, 1921, to the late 3 
Myrtle E. Moorman Shacklette and Jesse Shacklette; and 4 
WHEREAS, Jessie Shacklette Talbott was educated in the Louisville public school 5 
system, and on February 28, 1939, she was united in holy matrimony to the late Cecil 6 
Oliver Talbott with whom she had six children; and 7 
WHEREAS, at an early age Jessie Shacklette Talbott accepted Jesus Christ as her 8 
personal Savior and became a member of Mt. Hermon Missionary Baptist Church, and 9 
years later she and her husband became members of Community Missionary Baptist 10 
Church; and 11 
WHEREAS, Jessie Shacklette Talbott served on many church boards, including 12 
President of the Senior Usher Board and President and Treasurer of the Deaconesses. She 13 
was recognized as the Woman of the Year at Community Missionary Baptist Church; and 14 
WHEREAS, in 1972, the Louisville Defender and Greyhound Corporation named 15 
Jessie Shacklette Talbott the Outstanding Black Woman of the year, and among her many 16 
honors and proclamations for volunteer services were Certificates of Recognition from 17 
Congress and from President Richard Nixon and birthday wishes from President Barack 18 
Obama, First Lady Michelle Obama, and President Joe Biden; and  19 
WHEREAS, Jessie Shacklette Talbott was affectionately known as "Sis" by her 20 
family and close friends and was renowned as an excellent cook, baker, craft maker, 21 
housekeeper, Girl Scout leader, and bowler, as she bowled twice a week until she was 22 
over 80 years old; and 23 
WHEREAS, her family was always her top priority, and as a rule she made dinner 24 
for her husband and children every day; and 25 
WHEREAS, on January 2, 2024, Jessie Shacklette Talbott passed away peacefully 26 
surrounded by family. She was preceded in death by her beloved husband of 73 years, 27  UNOFFICIAL COPY  	24 RS BR 1477

Cecil, and her son Alfred; and 1 
WHEREAS, Jessie Shacklette is survived by her son, Cecil E. (Emma) Talbott; four 2 
daughters, Triella Talbott, Catherine Talbott, Glenda Talbott, and Sharon Evans (Bennett) 3 
Pollard; 15 grandchildren; 18 great-grandchildren; 15 great-great grandchildren; as well 4 
as a host of family and friends; 5 
NOW, THEREFORE, 6 
Be it resolved by the Senate of the General Assembly of the Commonwealth of 7 
Kentucky: 8 
Section 1.   The Senate hereby extends its most profound sympathy upon the 9 
passing of Jessie Belle Shacklette Talbott and expresses heartfelt condolences to her 10 
family in this time of loss. 11 
Section 2. When the Senate adjourns today, it does so in honor and loving 12 
memory of Jessie Belle Shacklette Talbott. 13 
Section 3. The Clerk of the Senate is directed to provide a copy of this 14 
Resolution to Senator Gerald Neal for delivery to the family. 15
