A RESOLUTION honoring the life and memory of Pikeville native and lifelong 1 
public servant Eugene Welch Davis. 2 
WHEREAS, Eugene Welch Davis was born on September 26, 1931, in Millstone, 3 
Kentucky, to the late Joseph Wheeler Davis and Isabelle Johnson Davis; and 4 
WHEREAS, Eugene Welch Davis was a 1949 graduate of Pikeville High School. 5 
He attended Pikeville Junior College for two years prior to protecting this great nation as 6 
a member of the United States Navy. Following four years of naval service, Eugene 7 
Davis Welch graduated from Pikeville College in 1957, and began his teaching career at 8 
Pikeville High School; and 9 
WHEREAS, Eugene Welch Davis served as head coach of the Pikeville High 10 
School football team for eight seasons, athletic director for five years, and baseball coach 11 
for ten years; and 12 
WHEREAS, Eugene Welch Davis went on to earn a master's degree from Union 13 
College. He then began a 19-year banking career at First National Bank prior to returning 14 
to Pikeville High School for eight more years as an educator and to assist in coaching the 15 
football team; and 16 
WHEREAS, upon his retirement, Eugene Welch Davis, he was inducted into the 17 
Pikeville High School Sports Hall of Fame. The city of Pikeville eventually named the 18 
baseball field at Hambley Athletic Complex "Davis Park" in his honor; and 19 
WHEREAS, Eugene Welch Davis was a proud public servant of the community of 20 
Pikeville. His teaching career at Pikeville Independent Schools spanned over six decades. 21 
He served three decades as a Pikeville City Commissioner and was a 25-year member of 22 
the Kiwanis Club; and 23 
WHEREAS, on Friday, December 29, 2023, Eugene Welch Davis traversed these 24 
earthly bounds. Along with his parents, he was preceded in death by his wife, Billie Sue 25 
York Davis; his brothers, Col. Joseph Wheeler Davis Jr. and Roger Herman Davis; his 26 
sisters, Minnie Sue Flint and Francis Bolen; and his great-granddaughter Willow Ann 27  UNOFFICIAL COPY  	24 RS BR 1379

WHEREAS, Eugene Welch Davis is survived by his son, Charles Foster "Frosty" 2 
(Melissa) Davis; his daughters, Eugenia Sue Davis (Don Paul), Branham and Laura 3 
Mesta Davis (Stan) Scalf; his grandchildren, Thomas Scalf, Jonathan Scalf, Laura 4 
Catharine "Kitty" Walters, Bethany Hope Smith, Don Paul Branham II, Eugene Welch 5 
Davis II, Charles "Chip" Foster Davis II, and Kayla Stiltner; and his eighteen great-6 
grandchildren; 7 
NOW, THEREFORE, 8 
Be it resolved by the Senate of the General Assembly of the Commonwealth of 9 
Kentucky: 10 
Section 1.   The Senate hereby extends its most profound sympathy upon the 11 
passing of Eugene Welch Davis and expresses heartfelt condolences to his family in this 12 
time of loss. 13 
Section 2.   When the Senate adjourns this day, it does so in honor and loving 14 
memory of Eugene Welch Davis. 15 
Section 3. The Clerk of the Senate is directed to transmit a copy of this 16 
Resolution to Senator Phillip Wheeler for presentation to the family. 17
