A RESOLUTION adjourning the Senate in honor and loving memory of Donald 1 
Howard "Don" Combs. 2 
WHEREAS, Donald Howard "Don" Combs was born on October 16, 1957, in 3 
Pikeville, Kentucky, to the late Donald and Alcie Howard Combs; and 4 
WHEREAS, Don Combs graduated from Pikeville High School in 1975, and went 5 
on to graduate in 1979 with a degree in political science from Transylvania University, 6 
where he was a member of the Kappa Alpha Order fraternity; and 7 
WHEREAS, following in his father's footsteps, Don Combs attended the University 8 
of Kentucky J. David Rosenberg College of Law, where he joined the International Legal 9 
Honor Society of Phi Delta Phi. He graduated in 1982 and joined the Kentucky Bar 10 
Association that same year; and 11 
WHEREAS, Don Combs clerked for Kentucky Supreme Court Justice James B. 12 
Stephenson before returning home to Pikeville to join his father in their private practice, 13 
Combs and Combs, P.S.C.; and 14 
WHEREAS, as an attorney, Don Combs conducted himself with integrity, 15 
diligence, and compassion. He was involved in the Kentucky legal community as a 16 
member of the Pike County Bar Association, Kentucky Bar Association, American Bar 17 
Association, Florida Bar Association, Kentucky Justice Association, American 18 
Association for Justice, and the National Association of Railroad Trial Counsel. At the 19 
time of his passing, Don was serving as chair of the Kentucky Judicial Ethics Committee 20 
and member of the Kentucky Supreme Court Rules Committee; and 21 
WHEREAS, Don Combs previously served in the Kentucky Bar Association's 22 
House of Delegates, and on the Lawyer Professionalism Committee from 1988 to 1996, 23 
the Continuing Legal Education Commission from 1996 to 1999, and the Board of 24 
Governors from 2000 to 2005. He was also a life member of the University of Kentucky 25 
Alumni Association and served in the J. David Rosenberg College of Law's Lafferty 26

WHEREAS, Don Combs lived his life in the most ethical way he knew, serving as 1 
a lifelong member of Pikeville United Methodist Church; and  2 
WHEREAS, Don Combs had countless passions in life, many of which he enjoyed 3 
with his friends, including fishing, golfing, cooking, photography, and visiting his 4 
favorite place, Costco; and 5 
WHEREAS, Don Combs was known for his friendship and service to others and 6 
will be missed dearly by all who knew him; and 7 
WHEREAS, Don Combs was preceded in death by his brother, Steven Daniel 8 
Combs; maternal grandparents, Noah Daniel and Edith Chase Howard; and his paternal 9 
grandparents, Emanuel and Mollie Napier Combs; and 10 
WHEREAS, Don Combs is survived by his loving wife of 39 years, Leslie Adams 11 
Combs; children, Elizabeth Anne Alcie Combs and Donald Howard (Emily) Combs III; 12 
brother, Robert (Afif) Combs; sister-in-law, Teresa Hefner Combs; "boss," Ambre 13 
Robinette; mother-in-law, Ivory Staton Moore; and a host of other family, including two 14 
nieces, one nephew, and several cousins with whom he was very close, as well as a 15 
legion of friends; 16 
NOW, THEREFORE, 17 
Be it resolved by the Senate of the General Assembly of the Commonwealth of 18 
Kentucky: 19 
Section 1.   The Senate hereby extends its most profound sympathy upon the 20 
passing of Donald Howard "Don" Combs and expresses heartfelt condolences to his 21 
family in this time of loss. 22 
Section 2.   When the Senate adjourns this day, it does so in honor and loving 23 
memory of Donald Howard "Don" Combs. 24 
Section 3. The Clerk of the Senate is directed to transmit a copy of this 25 
Resolution to Senator Phillip Wheeler for delivery to the family. 26
