AN ACT establishing the School Supplies for Kentucky Teachers Program. 1 
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2 
SECTION 1.   A NEW SECTION OF KRS CHAPTER 157 IS CREATED TO 3 
READ AS FOLLOWS: 4 
(1) As used in this section: 5 
(a) "Classroom teacher user" means a certified teacher who a school district 6 
identifies to the department as being employed primarily to provide 7 
instruction to students and who is granted a user account on the online 8 
commerce platform to make purchases from the online school supplies 9 
vendor; 10 
(b) "Department" means the Kentucky Department of Education; 11 
(c) "Online" means conducted electronically through the internet; and 12 
(d) "Online school supplies vendor" means an online vendor that has been 13 
selected by the department to provide school supplies to eligible classroom 14 
teacher users under this section. 15 
(2) The School Supplies for Kentucky Teachers Program is hereby established to 16 
provide eligible classroom teacher users with financial and technical support in 17 
purchasing school supplies for use in Kentucky's public schools and subject to 18 
availability of funds for that purpose appropriated by the General Assembly.  19 
(3) To implement the program, the Kentucky Board of Education shall: 20 
(a) Adopt policies and promulgate administrative regulations necessary to: 21 
1. Provide for the allocation and management of funds appropriated for 22 
the program, the operation of the online commerce platform, and the 23 
use by individual classroom teacher users; 24 
2. Ensure that purchases made with program funds are restricted to only 25 
purchases made by classroom teacher users from the program's online 26

3. Require each school district to report teachers who are eligible to be 1 
classroom teacher users to the department for participation in the 2 
program; and 3 
(b) Direct the department to enter into one (1) or more contracts in accordance 4 
with KRS Chapter 45A: 5 
1. For the development and operation of a user-friendly online 6 
commerce platform that: 7 
a. Processes the allocation of funds to individual classroom teacher 8 
user accounts for the online purchase of school supplies from an 9 
online school supplies vendor; 10 
b. Includes appropriate fiscal management and payment systems, 11 
reporting tools, training tools, and other requirements identified 12 
by the board; 13 
c. Reports purchases made by a classroom teacher user to a school 14 
or district administrator designated by the district; and 15 
d. Provides technical assistance to public schools and classroom 16 
teacher users on using the platform and identifying allowable 17 
purchases from an online school supplies vendor; and 18 
2. To select one (1) or more online school supplies vendors for the 19 
program, the products that a vendor shall offer, and to establish a 20 
price list for the products. 21 
Section 2.   This Act may be cited as the School Supplies for Kentucky Teachers 22 
Act. 23
