Manley was born on June 13, 1952, to Jack and Loretta 3 Berry Manley in Taylor County, Kentucky; and 4 WHEREAS, Samuel Manley held a deep love for his country and served for 27 5 years in the United States Army Reserves as a Drill Instructor with the 100th Division 6 before retiring in 1998 as a First Sergeant; and 7 WHEREAS, Samuel Manley was a figurehead of his community and served in the 8 Richmond Police Department from 1984 to 2005, rising to the rank of Assistant Chief of 9 Police; and 10 WHEREAS, Samuel Manley continued his career of service as Captain of the 11 Madison County Sheriff's office from 2008 up until his passing; and 12 WHEREAS, Samuel Manley was a true patriot who loved the United States of 13 America, the Commonwealth of Kentucky, and Madison County, where he was known to 14 all as "Sam" or "Captain"; 15 WHEREAS, Samuel Manley traversed these earthly bounds on December 12, 2023, 16 leaving behind his loving family and grateful community to mourn their loss and 17 celebrate the extraordinary life that he led; and 18 WHEREAS, Samuel Manley was a loving husband, father, grandfather, and brother 19 and is survived by many members of his devoted family, including his wife Barbara 20 Manley, and daughters, Melissa Manley Berry, Katie Johns, and Kasi Miller; and 21 WHEREAS, it is fitting and proper that Samuel Manley's life of service to his 22 country and community be tangibly recognized; 23 NOW, THEREFORE, 24 Be it resolved by the General Assembly of the Commonwealth of Kentucky: 25 ď˘Section 1. The Transportation Cabinet shall designate United States Route 25 in 26 Madison County, from mile point 5.865 to mile point 9.565, as the "Captain Samuel A. 27 UNOFFICIAL COPY 25 RS BR 31 Page 2 of 2 XXXX 7/16/2024 3:13 PM Jacketed Manley Memorial Highway" and shall, within 30 days of the effective date of this 1 Resolution, erect appropriate signs denoting this designation. 2
