UNOFFICIAL COPY 25 RS BR 988 Page 1 of 1 XXXX 1/7/2025 2:16 PM Jacketed A JOINT RESOLUTION designating the Deputy Sheriff Joshua Phipps Memorial 1 Highway in Russell County. 2 WHEREAS, Joshua Colby Phipps was born in Lemoore, California, on September 3 6, 1986, the son of Donnie and Pam Phipps; and 4 WHEREAS, Joshua Phipps dedicated his life to service through law enforcement, 5 first with the Louisville Metro Police Department, then as a Deputy Sheriff with the 6 Russell County Sheriff's Office; and 7 WHEREAS, on September 16, 2024, Deputy Sheriff Joshua Phipps was killed in 8 the line of duty while trying to apprehend a suspect; and 9 WHEREAS, the passing of Deputy Joshua Phipps has left an indelible scar on the 10 entire Russell County community, who collectively mourn the passing of their fallen 11 hero; and 12 WHEREAS, Deputy Joshua Phipps, an avid gun collector who enjoyed shooting 13 guns, hunting, fishing and spending time with his family and friends, passed away doing 14 what he loved—serving and protecting the community; and 15 WHEREAS, Kentucky State Police Officer Jonathan Houk lauded the service and 16 character of Deputy Joshua Phipps, saying, "He was a nice guy, compassionate, he loved 17 doing what he was doing for the community, he liked working, was always out and about. 18 Just a pleasure to be around. A man who loved doing what he was doing"; and 19 WHEREAS, the service and sacrifice of Deputy Joshua Phipps is indeed worthy of 20 tangible recognition; 21 NOW, THEREFORE, 22 Be it resolved by the General Assembly of the Commonwealth of Kentucky: 23 Section 1. The Transportation Cabinet shall designate the entire route of United 24 States Route 127 in Russell County as the "Deputy Sheriff Joshua Phipps Memorial 25 Highway" and shall, within 30 days of the effective date of this Resolution, erect 26 appropriate signs denoting this designation. 27
