UNOFFICIAL COPY 25 RS BR 172 Page 1 of 1 XXXX 12/19/2024 2:13 PM Jacketed A RESOLUTION encouraging Kentucky schools to acquire anti-choking devices. 1 WHEREAS, anti-choking devices are portable suction devices used to remove an 2 airway obstruction during a choking emergency and registered as a Class II medical 3 device with the United States Food and Drug Administration; and 4 WHEREAS, according to the American Academy of Pediatrics, at least one child 5 dies from choking on food every five days in the United States, and more than 12,000 6 children are taken to a hospital emergency room each year for food-choking injuries; and 7 WHEREAS, in 2017, 184 children and adolescents, from birth to 17 years old, died 8 from nonfood object-related aspiration in the United States; and 9 WHEREAS, Landon McCubbins, an 8-year-old from Boston, Kentucky, died after 10 choking on a bouncy ball at school in 2022; and 11 WHEREAS, anti-choking devices, such as LifeVac, have been acquired by various 12 Kentucky schools and over 6,700 schools in the United States. LifeVac announced in 13 May 2024 that 52 lives have been saved in school settings as a result of the use of the 14 company's devices; 15 NOW, THEREFORE, 16 Be it resolved by the House of Representatives of the General Assembly of the 17 Commonwealth of Kentucky: 18 Section 1. The House of Representatives encourages private and public 19 Kentucky schools to acquire anti-choking devices. 20 Section 2. The House of Representatives extends its most profound sympathy 21 upon the passing of Landon McCubbins, and expresses heartfelt condolences to his 22 family in this time of loss. 23 Section 3. The Clerk of the House of Representatives is directed to transmit a 24 copy of this Resolution to the Kentucky Department of Education, and Representative 25 Candy Massaroni for delivery to the family of Landon McCubbins. 26
