UNOFFICIAL COPY 25 RS BR 1989 Page 1 of 3 XXXX 3/4/2025 11:36 AM Jacketed A RESOLUTION recognizing September 17, 2025, as United States Constitution 1 Day and June 1, 2025, as Kentucky Constitution Day in the Commonwealth of Kentucky. 2 WHEREAS, in the summer of 1787, 55 delegates from throughout the fledgling 3 United States, intent on erecting a government that would stand the test of time and 4 protect the hard-won freedoms secured during the Revolutionary War, gathered at the 5 Pennsylvania State House in Philadelphia; and 6 WHEREAS, the document they produced – our United States Constitution – 7 remains the bedrock of our system of government, one rooted in equality under the law 8 and an unyielding commitment to individual liberty; and 9 WHEREAS, with profound wisdom, the framers of our United States Constitution 10 divided political power among three separate and coequal branches, and further between 11 the Federal and State governments, ensuring that a government of the people, by the 12 people, and for the people would remain accountable to its citizens, from whom all 13 legitimate political power is derived; and 14 WHEREAS, our United States Constitution outlines a government that encourages 15 individuals to flourish while still empowering the states to perform necessary functions 16 like protecting law and order and providing essential public goods; and 17 WHEREAS, this revolutionary concept has made and continues to make our nation 18 the most free and just society in the world; and 19 WHEREAS, our rights and liberties are rooted in the United States Constitution and 20 its Bill of Rights which gave birth to our great nation, and we, as Americans, enjoy our 21 freedom and rule of law through these cherished documents that our founding fathers 22 created; and 23 WHEREAS, we recognize that each generation needs to renew the spirit of 24 America by upholding our constitutional system, honoring its framers and those who 25 have sacrificed to defend it, and embracing the duty we as citizens have to preserve the 26 society it has built; and 27 UNOFFICIAL COPY 25 RS BR 1989 Page 2 of 3 XXXX 3/4/2025 11:36 AM Jacketed WHEREAS, Constitution Day was established to celebrate the United States 1 Constitution and its Bill of Rights and provides an opportunity for American citizens to 2 reaffirm the achievements of our founding fathers and recommit ourselves to preserving 3 the rights, privileges, and responsibilities our nation's founders secured for themselves 4 and for the posterity of future generations of Americans; and 5 WHEREAS, the Commonwealth of Kentucky was admitted into the Union as the 6 fifteenth state on June 1, 1792; and 7 WHEREAS, the original 1792 Constitution of Kentucky established a framework 8 for governance, including a bicameral legislature, an executive branch, and a judicial 9 system, while incorporating a bill of rights; and 10 WHEREAS, the Commonwealth has since adopted subsequent constitutions in 11 1799, 1850, and the current constitution in 1891, each reflecting the evolving values and 12 principles of its citizens; and 13 WHEREAS, the Constitution of Kentucky has played a pivotal role in shaping the 14 state's legal and cultural identity, ensuring the rights and liberties of its people; and 15 WHEREAS, recognizing June 1, 2025, as Kentucky Constitution Day offers an 16 opportunity for citizens to reflect upon and celebrate the rich constitutional heritage of 17 the Commonwealth; 18 NOW, THEREFORE, 19 Be it resolved by the House of Representatives of the General Assembly of the 20 Commonwealth of Kentucky: 21 Section 1. The House of Representatives hereby recognizes September 17, 22 2025, as United States Constitution Day to celebrate our representative republic system 23 of government and the central contributions of the United States Constitution to the 24 freedom Americans are privileged to enjoy. 25 Section 2. The House of Representatives hereby recognizes June 1, 2025, as 26 Kentucky Constitution Day to honor the Commonwealth's constitutional heritage and the 27 UNOFFICIAL COPY 25 RS BR 1989 Page 3 of 3 XXXX 3/4/2025 11:36 AM Jacketed freedoms it protects and provides for the citizens of the Commonwealth. 1 Section 3.
