UNOFFICIAL COPY 25 RS BR 1992 Page 1 of 2 XXXX 3/6/2025 10:58 AM Jacketed A RESOLUTION urging the United States Congress and the United States Army 1 Corps of Engineers to assist with the prevention and mitigation of flood damage in 2 Kentucky. 3 WHEREAS, beginning on February 14, 2025, the Commonwealth of Kentucky was 4 inundated with thunderstorms which, at times, caused rainfall rates in excess of three to 5 eight inches in some areas across the Commonwealth, causing widespread destruction 6 and devastation; and 7 WHEREAS, the surging floodwaters, landslides, and mudslides destroyed homes 8 and businesses and caused significant damage to schools, roads, bridges, and water 9 systems, with thousands of families adversely affected; and 10 WHEREAS, the Kentucky Emergency Management Operation Center has already 11 received more than 400 requests pertaining to storm recovery efforts; and 12 WHEREAS, to date, 22 people have lost their lives as a result of this disaster; and 13 WHEREAS, in the last five years, there have been multiple natural disasters that 14 have caused widespread destruction across the Commonwealth, including at least three 15 incidents of major flooding; and 16 WHEREAS, these natural disasters have cost the citizens of the Commonwealth 17 hundreds of millions of dollars, their homes, their livelihoods, and even their lives; and 18 WHEREAS, the members of the Mountain Caucus have identified a dire need for 19 dredging in the creeks and rivers of eastern Kentucky to prevent such widespread loss 20 and destruction; and 21 WHEREAS, dredged material removed from creeks and rivers has many beneficial 22 uses for landowners, including trail and gravel road applications; and 23 WHEREAS, the members of the General Assembly recognize the importance of 24 emergency preparedness and the need to prevent and mitigate as much of the damage 25 from weather-related disasters as possible; 26 NOW, THEREFORE, 27 UNOFFICIAL COPY 25 RS BR 1992 Page 2 of 2 XXXX 3/6/2025 10:58 AM Jacketed Be it resolved by the House of Representatives of the General Assembly of the 1 Commonwealth of Kentucky: 2 Section 1. The General Assembly urges the United States Army Corps of 3 Engineers to assist with and allow for the dredging of rivers and creeks in Kentucky, 4 beginning with those in eastern Kentucky most affected by the recent flood waters, for 5 the prevention and mitigation of future potential flood damage in the Commonwealth. 6 Section 2. The General Assembly urges the United States Congress to introduce 7 and adopt legislation to assist Kentucky with flood prevention and mitigation, as well as 8 flood damage relief efforts, including but not limited to funding for the current disaster 9 recovery efforts in Kentucky and removing regulations and restrictions on dredging so 10 that the citizens of the Commonwealth may have the full right to clean up and dredge the 11 waters of Kentucky and landowners may put the dredged material to beneficial use on 12 their properties. 13 Section 3. The Clerk of the House of Representatives is directed to transmit a 14 copy of this Resolution to the Commander of the Louisville District of the United States 15 Army Corps of Engineers, the Speaker of the United States House of Representatives, the 16 Majority Leader of the United States Senate, and each member of the Kentucky 17 congressional delegation. 18
